Strategjia \u00ebsht\u00eb dokument i r\u00ebnd\u00ebsish\u00ebm pasi q\u00eb perspektiva p\u00ebr an\u00ebtar\u00ebsimin e vendeve t\u00eb Ballkanit Per\u00ebdimor e cila \u00ebsht\u00eb trajtuar q\u00eb n\u00eb vitin 2000, dhe \u00ebsht\u00eb p\u00ebrforcuar n\u00eb vitin 2003 n\u00eb Samitin e Selanikut po rikthehet s\u00ebrish n\u00eb v\u00ebmendjen e BE-s\u00eb.<\/p>\n<p>L\u00ebvizja VET\u00cbVENDOSJE! e ka analizuar me kujdes k\u00ebt\u00eb strategji e cila ka nj\u00eb qasje m\u00eb t\u00eb p\u00ebrgjithshme p\u00ebr rajonin, pasi pritet q\u00eb raporti vler\u00ebsues p\u00ebr secilin prej gjasht\u00eb shteteve t\u00eb b\u00ebhet n\u00eb prill t\u00eb k\u00ebtij viti. Duke qen\u00eb se qasja e k\u00ebsaj strategjie \u00ebsht\u00eb rajonale, ia vlen q\u00eb t\u00eb vler\u00ebsohet s\u00eb pari nga ky k\u00ebndv\u00ebshtrim, duke patur n\u00eb mendje avancimin e interesave tona shtet\u00ebrore dhe komb\u00ebtare.<\/p>\n<p>N\u00eb shkurt t\u00eb vitit 2011, n\u00eb prag t\u00eb fillimit t\u00eb dialogut me Serbin\u00eb qeveria e Kosov\u00ebs, p\u00ebr t\u00eb arsyetuar k\u00ebt\u00eb dialog t\u00eb d\u00ebmsh\u00ebm p\u00ebr vendin pati deklaruar se rruga drejt integrimit Evropian \u00ebsht\u00eb p\u00ebrmes k\u00ebtij dialogu. Tani pas shtat\u00eb viteve u kuptua se p\u00ebrmes dialogut pa kushte, p\u00ebrve\u00e7 koncesioneve t\u00eb d\u00ebmshme nuk pati hapa pozitiv\u00eb p\u00ebr Kosov\u00ebn drejt integrimit evropian.  P\u00ebrmes dialogut  Kosova ia hapi rrug\u00ebn Serbis\u00eb drejt integrimit n\u00eb Bashkimin Evropian, nd\u00ebrsa neve na u shtua fusnota e u hoq fjala Republik\u00eb, duke mos pasur k\u00ebshtu rrug\u00eb n\u00ebp\u00ebr t\u00eb cil\u00ebn do t\u00eb ecnim n\u00eb cil\u00ebsin\u00eb e shtetit.<\/p>\n<p>Shum\u00eb zyrtar\u00eb t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs e paraqesin n\u00ebnshkrimin e Marr\u00ebveshjes s\u00eb Stabilizim Asociimit si p\u00ebrparim n\u00eb rrug\u00ebn e integrimit. Por duhet th\u00ebn\u00eb qart\u00eb q\u00eb sado q\u00eb \u00ebsht\u00eb p\u00ebr t\u2019u vler\u00ebsuar ajo marr\u00ebveshje, edhe vende q\u00eb nuk gjenden n\u00eb kontinent apo q\u00eb nuk duan t\u00eb hyjn\u00eb n\u00eb BE kan\u00eb tashm\u00eb marr\u00ebveshje t\u00eb tilla.   <\/p>\n<p>Te strategjia n\u00eb t\u00eb cil\u00ebn p\u00ebrmendet normalizimi i marr\u00ebdh\u00ebnieve t\u00eb Kosov\u00ebs me Serbin\u00eb theksohet se \u2018Kosova do t\u00eb p\u00ebrfitoj nga nj\u00eb marr\u00ebveshje definitive p\u00ebr normalizimin e marr\u00ebdh\u00ebnieve me Serbin\u00eb\u2019 por nuk thuhet se \u00e7ka do t\u00eb p\u00ebrfitojm\u00eb. Nuk p\u00ebrmendet mund\u00ebsia e an\u00ebtar\u00ebsimit madje as e mund\u00ebsia p\u00ebr t\u00eb aplikuar p\u00ebr statusin kandidat, edhe n\u00ebse arrihet marr\u00ebveshja. Por, n\u00eb rastin e Serbis\u00eb si kusht p\u00ebr integrim p\u00ebrmendet tre her\u00eb normalizimi i marr\u00ebdh\u00ebnieve me Kosov\u00ebn dhe at\u00eb n\u00eb hapat konkret q\u00eb duhet t\u00eb ndjek\u00eb.  <\/p>\n<p>S\u00ebrish n\u00eb asnj\u00eb rast nuk shpjegohet \u00e7far\u00eb n\u00ebnkupton fjala \u201cnormalizim\u201d marr\u00ebdh\u00ebniesh me Serbin\u00eb, dhe k\u00ebrkohet vazhdim i dialogut pa asnj\u00eb objektiv t\u00eb shprehur qart\u00eb lidhur me njohjen e pavar\u00ebsis\u00eb q\u00eb Serbia duhet t\u00eb b\u00ebj\u00eb ndaj Republik\u00ebs s\u00eb Kosov\u00ebs. E, nd\u00ebrkoh\u00eb q\u00eb ndaj Serbis\u00eb nuk vendoset ky kusht, ndaj Kosov\u00ebs shtohet kushti i Gjykat\u00ebs Speciale, nj\u00eb Gjykat\u00eb e paprecedent\u00eb n\u00eb k\u00ebto dy shekuj, q\u00eb e kthen p\u00ebrmbys konceptin e drejt\u00ebsis\u00eb. Kosova pra p\u00ebrmendet edhe dy her\u00eb t\u00eb tjera por p\u00ebr obligimet q\u00eb ka n\u00eb raport me Dhomat e specializuara (Gjykata Speciale).<\/p>\n<p>L\u00ebvizja VET\u00cbVENDOSJE! vler\u00ebson se kjo strategji n\u00eb nj\u00eb aspekt flet p\u00ebr nj\u00eb bashk\u00ebpunim m\u00eb t\u00eb ngusht\u00eb dhe unifikim t\u00eb shum\u00eb sektor\u00ebve mes gjasht\u00eb shteteve t\u00eb Ballkanit. Por n\u00eb aspektin tjet\u00ebr, strategjia i vendos k\u00ebto shtete n\u00eb nj\u00eb konkurrenc\u00eb t\u00eb pabarabart\u00eb me nj\u00ebri-tjetrin, e cila i mbyll syt\u00eb para problemeve q\u00eb ka shkaktuar e vazhdon t\u00eb shkaktoj\u00eb Serbia n\u00eb rajon. N\u00eb strategji flitet p\u00ebr avancimin e p\u00ebrbashk\u00ebt t\u00eb t\u00eb gjith\u00eb rajonit n\u00eb procese si ai i Berlinit, n\u00eb nj\u00eb bashk\u00ebpunim t\u00eb gjith\u00eb rajonit sa i p\u00ebrket energjis\u00eb dhe transportit, n\u00eb funksionalizimin e nj\u00eb Zone Rajonale Ekonomike, n\u00eb forcimin e K\u00ebshillit p\u00ebr Bashk\u00ebpunim Rajonal, n\u00eb nj\u00eb bashk\u00ebpunim rajonal n\u00eb \u00e7\u00ebshtjet e migracionit,  siguris\u00eb, luft\u00ebs kund\u00ebr terrorizmit, etj. T\u00eb gjitha k\u00ebto jan\u00eb elemente q\u00eb n\u00eb pamje t\u00eb par\u00eb t\u00eb b\u00ebjn\u00eb t\u00eb mendosh se Komisioni Evropian ka p\u00ebr synim integrimin n\u00eb bllok t\u00eb t\u00eb gjasht\u00eb shteteve n\u00eb BE.  Por, duke lexuar strategjin\u00eb dhe duke ndjekur deklaratat e zyrtar\u00ebve t\u00eb lart\u00eb t\u00eb BE-s\u00eb, b\u00ebhet e qart\u00eb p\u00ebr t\u00eb gjith\u00eb se gjasht\u00eb shtetet e rajonit jan\u00eb ndar\u00eb n\u00eb 4 kategori.<\/p>\n<p>N\u00eb kategorin\u00eb e par\u00eb BE-ja ka vendosur Serbin\u00eb dhe Malin e Zi, dhe p\u00ebr k\u00ebto dy shtete Komisioni tregon se \u00ebsht\u00eb i gatsh\u00ebm t\u00eb nis\u00eb t\u00eb hap\u00eb dyert p\u00ebr an\u00ebtar\u00ebsim t\u00eb plot\u00eb q\u00eb n\u00eb vitin 2025.<\/p>\n<p>N\u00eb kategorin\u00eb e dyt\u00eb Komisioni ka vendosur Republik\u00ebn e Shqip\u00ebris\u00eb dhe Ish Republik\u00ebn Jugosllave t\u00eb Maqedonis\u00eb. P\u00ebr k\u00ebto dy shtete nuk ka data orientuese p\u00ebr an\u00ebtar\u00ebsim t\u00eb plot\u00eb, por mund t\u00eb ket\u00eb rekomandim k\u00ebt\u00eb vit p\u00ebr t\u00eb qen\u00eb shtete kandidate.<\/p>\n<p>N\u00eb kategorin\u00eb e tret\u00eb, stratgjia ka vendosur Bosnje Hercegovin\u00ebn, p\u00ebr t\u00eb cil\u00ebn jo vet\u00ebm nuk ka data orientuese p\u00ebr an\u00ebtar\u00ebsim t\u00eb plot\u00eb, por nuk i \u00ebsht\u00eb dh\u00ebn\u00eb as dat\u00eb orientuese p\u00ebr t\u00eb qen\u00eb shtet kandidat.<\/p>\n<p>N\u00eb kategorin\u00eb e kat\u00ebrt dhe t\u00eb fundit, BE-ja ka vendosur Kosov\u00ebn, duke p\u00ebrdorur fusnot\u00ebn q\u00eb vazhdon ta trajtoj\u00eb me ambiguitet shpalljen e pavar\u00ebsis\u00eb ton\u00eb. Sa i takon Kosov\u00ebs, strategjia e Komisionit jo vet\u00ebm q\u00eb nuk jep orientim p\u00ebr dat\u00eb an\u00ebtar\u00ebsimi, apo p\u00ebr t\u00eb qen\u00eb vend kandidat p\u00ebr an\u00ebtar\u00ebsim, por nuk jep as edhe nj\u00eb sinjal q\u00eb di\u00e7ka e till\u00eb do t\u00eb jet\u00eb e mundshme pa tejkaluar pengesat q\u00eb Komisioni i quan pa t\u00eb drejt\u00eb si \u201cobjektive\u201d.<\/p>\n<p>Pra n\u00eb dy kategorit\u00eb e fundit q\u00eb ka krijuar kjo strategji e Komisionit, jan\u00eb vendosur dy shtetet q\u00eb kan\u00eb p\u00ebsuar e vazhdojn\u00eb t\u00eb p\u00ebsojn\u00eb padrejt\u00ebsit\u00eb m\u00eb t\u00eb m\u00ebdha n\u00eb rajon nga Serbia, p\u00ebrmes pengesave t\u00eb Serbis\u00eb q\u00eb nuk jan\u00eb aspak objektive, por q\u00eb jan\u00eb plan konkret politik dhe ekonomik destabilizues i Serbis\u00eb p\u00ebr shtetet e rajonit. Sakaq, gjithnj\u00eb sipas k\u00ebsaj strategjie, duket se Komisioni vler\u00ebson se ky shtet destabilizues, Serbia, i prin integrimit Evropian n\u00eb Ballkan.<\/p>\n<p>Kjo qasje e BE-s\u00eb ndaj Ballkanit Per\u00ebndimor \u00ebsht\u00eb nj\u00eb sinjal shum\u00eb i qart\u00eb p\u00ebr Kosov\u00ebn dhe shqiptar\u00ebt n\u00eb p\u00ebrgjith\u00ebsi. Ne duhet t\u00eb ideojm\u00eb dhe strukturojm\u00eb nj\u00eb politik\u00eb t\u00eb brendshme e rajonale, t\u00eb Kosov\u00ebs e t\u00eb Shqip\u00ebris\u00eb, p\u00ebr t\u00eb vendosur pesh\u00ebn q\u00eb kemi dhe p\u00ebr t\u00eb realizuar q\u00ebllimet ku duam t\u00eb jemi, n\u00eb Ballkanin Per\u00ebndimor e drejt BE-s\u00eb.<\/p>\n<p>L\u00ebvizja VET\u00cbVENDOSJE! ka theksuar dhe m\u00eb her\u00ebt se duhet sa m\u00eb par\u00eb t\u00eb filloj\u00eb dialogu me t\u00eb gjitha pakicat komb\u00ebtare n\u00eb Kosov\u00eb, q\u00eb do t\u00eb jet\u00eb edhe dialog me serb\u00ebt e Kosov\u00ebs, dialog i hapur, demokratik dhe shoq\u00ebror, prej posht\u00eb-lart, p\u00ebr zhvillim. Dialogu 2011-2017 me Serbin\u00eb ishte dialog i mbyllur e diplomatik, prej lart-posht\u00eb, pa transparenc\u00eb dhe pa llogaridh\u00ebnie. P\u00ebrmes k\u00ebtij dialogu t\u00eb gjith\u00eb do t\u00eb shihen si qytetar\u00eb t\u00eb Republik\u00ebs, n\u00eb profesionet q\u00eb i kan\u00eb e shtresat shoq\u00ebrore q\u00eb u p\u00ebrkasin. K\u00ebshtu nd\u00ebrtohet besimi dhe largohet frika e cila \u00ebsht\u00eb mbjell\u00eb p\u00ebr t\u00eb ndar\u00eb e p\u00ebr\u00e7ar\u00eb. Pakicat komb\u00ebtare duhet t\u2019i g\u00ebzojn\u00eb t\u00eb gjitha t\u00eb drejtat e tyre sipas standardeve t\u00eb vendeve an\u00ebtare t\u00eb Bashkimit Evropian. Por, shumica e problemeve n\u00eb Republik\u00ebn ton\u00eb jan\u00eb ekonomike e sociale. Drejt BE-s\u00eb p\u00ebrparojm\u00eb duke nd\u00ebrtuar vlerat n\u00eb shtetin ton\u00eb. Konsolidimi i brendsh\u00ebm \u00ebsht\u00eb edhe i duhur edhe i domosdosh\u00ebm. Qeveritar\u00ebt e Kosov\u00ebs duhet t\u00eb pushojn\u00eb s\u00eb k\u00ebrkuari udh\u00ebn drejt Brukselit n\u00ebp\u00ebrmjet Vu\u00e7iqit e Beogradit.<\/p>\n<p>Shtetnd\u00ebrtimi demokratik, zhvillimi ekonomik p\u00ebr pun\u00ebsim, drejt\u00ebsia ligjore dhe sociale e p\u00ebrb\u00ebjn\u00eb Republik\u00ebn dhe e b\u00ebjn\u00eb at\u00eb evropiane.<\/p>\n<p>\u00cbsht\u00eb e v\u00ebrtet\u00eb q\u00eb strategjia e BE-s\u00eb njeh m\u00eb n\u00eb fund zyrtarisht kapjen e shtetit q\u00eb ka ndodhur n\u00eb rajon e ve\u00e7an\u00ebrisht n\u00eb Kosov\u00eb. Duke treguar k\u00ebshtu p\u00ebr at\u00eb q\u00eb e kemi quajtur regjim autoritar t\u00eb instaluar n\u00eb Kosov\u00eb. M\u00eb tej strategjia prek edhe kapjen e sistemit t\u00eb drejt\u00ebsis\u00eb dhe t\u00eb mediave, si dhe krimin e organizuar e korrupsionin, dhe dob\u00ebsimin e interesave publike p\u00ebrmes kapjes nga interesat private, q\u00eb jan\u00eb krijuar sigurisht p\u00ebrmes lidhjes s\u00eb pushtetit politik m\u00eb at\u00eb ekonomik oligarkik.  <\/p>\n<p>Nd\u00ebrsa sa i p\u00ebrket ekonomis\u00eb, mund t\u00eb thuhet se kjo strategji e sheh rajonin n\u00eb p\u00ebrgjith\u00ebsi, e shqiptar\u00ebt dhe Kosov\u00ebn n\u00eb ve\u00e7anti, m\u00eb shum\u00eb si treg konsumi prej 18 milion\u00eb konsumator\u00ebsh, sesa si ekonomi prodhuese. Bilanci negativ tregtar i rajonit me BE-n\u00eb b\u00ebhet ekstrem tek rasti i Kosov\u00ebs, aty raporti b\u00ebhet 12 (importe) me 1 (eksporte). Nj\u00ebbilanc kaq negativ tregtar jo vet\u00ebm q\u00eb e shkat\u00ebrron potencialin e ekonomis\u00eb prodhuese vendase, por edhe e thellon at\u00eb n\u00ebse nuk parashihen masa mbrojt\u00ebse p\u00ebr prodhimin vendas t\u00eb Kosov\u00ebs, duke rritur k\u00ebshtu edhe m\u00eb t\u00ebj papun\u00ebsin\u00eb tek t\u00eb gjitha shtresat e shoq\u00ebris\u00eb. P\u00ebr m\u00eb shum\u00eb, n\u00ebnteksti i k\u00ebsaj strategjie n\u00eb lidhje me vazhdimin e proceseve t\u00eb privatizimit, nuk merr aspak parasysh nevoj\u00ebn p\u00ebr hetimin dhe marrjen e masave ndaj privatizimeve abuzive q\u00eb tashm\u00eb kan\u00eb ndodhur n\u00eb Kosov\u00eb e n\u00eb gjith\u00eb rajonin.
