Sipas kontrat\u00ebs, Contour Global-it do t\u2019i paguhen t\u00eb gjitha kostot, k\u00ebstet e kredis\u00eb, kamata e tyre, fitimi edhe tatimi. Sepse Contour Global-i e don fitimin e garantuar duke mos e marrur fare p\u00ebrsip\u00ebr rrezikun. P\u00ebr t\u00eb qen\u00eb m\u00eb keq se kaq, Contour Globali e do edhe norm\u00ebn tejet t\u00eb lart\u00eb t\u00eb kthimit t\u00eb brendsh\u00ebm n\u00eb kapital, prej 18.5%, q\u00eb ia ka n\u00ebnshkruar Qeveria aktuale. <\/p>\n<p>Shtrohet pyetja, pse nj\u00eb norm\u00eb kaq e lart\u00eb e kthimit t\u00eb brendsh\u00ebm n\u00eb kapital? Pse duan kaq shum\u00eb, kaq shpejt\u00eb? B\u00ebhet fjal\u00eb p\u00ebr hedge funds apo \u00e7ka? Un\u00eb besoj se \u00ebsht\u00eb e domosdoshme q\u00eb paraprakisht t\u00eb dihet prejardhja, pronari dhe struktura e kapitalit t\u00eb Contour Global-it. <\/p>\n<p>N\u00eb vitin 2008, n\u00eb Gjermani \u00ebsht\u00eb aprovuar \u2018Risk Limitation Act\u2019 i cili i detyron investitor\u00ebt q\u00eb ta zbulojn\u00eb edhe origjin\u00ebn e fondeve t\u00eb tyre, edhe q\u00ebllimet e tyre. Prandaj, nj\u00eb Risk Limitation Act, sikurse n\u00eb Gjermani n\u00eb vitin 2008, besoj q\u00eb duhet t\u00eb miratohet edhe n\u00eb Republik\u00ebn ton\u00eb t\u00eb Kosov\u00ebs. Si zakonisht, shteti i Kosov\u00ebs, qytetar\u00ebt si tatimpagues, n\u00ebp\u00ebrmjet k\u00ebsaj qeverie q\u00eb b\u00ebri k\u00ebt\u00eb kontrat\u00eb t\u00eb d\u00ebmshme, do t\u00eb mbulojn\u00eb gjith\u00eb riskun, do ta paguajn\u00eb at\u00eb, t\u00eb japin falas tok\u00ebn, burimet t\u00eb shiten me \u00e7mim m\u00eb t\u00eb ul\u00ebt se sa prodhimi, t\u00eb zhvendosen banor\u00ebt, ne me buxhet t\u00eb mbulojm\u00eb kostot, ta sigurojm\u00eb ujin, ta japim infrastruktur\u00ebn e ujit e t\u00eb negociojm\u00eb p\u00ebr \u00e7mimin e ujit jasht\u00eb rregullave, dhe ta marrim p\u00ebrsip\u00ebr at\u00eb si shtet, me \u00e7\u2019rast edhe mosshitjen aty p\u00ebr aty t\u00eb energjis\u00eb s\u00eb prodhuar ne e paguajm\u00eb me k\u00ebt\u00eb bonusin prej 20% t\u00eb \u00e7mimit kur sistemi nuk ka nevoj\u00eb m\u00eb p\u00ebr t\u00eb.<\/p>\n<p>Madje, Qeveria me kontrat\u00ebn p\u00ebr bartjen e tok\u00ebs ka vendosur q\u00eb t\u2019ia shes tok\u00ebn e KEK-ut Contour Global-it, aty ku do t\u00eb nd\u00ebrtohet termocentrali i ri, me \u00e7mim prej 10 Euro gjithsej p\u00ebr plot 15 hektar\u00eb tok\u00eb, n\u00eb shp\u00ebrputhje me \u00e7mimin e shpron\u00ebsimit n\u00eb Shipitull\u00eb. K\u00ebshtu edhe ligji p\u00ebr nd\u00ebrmarrjet publike, edhe ligji p\u00ebr ZRrE-n\u00eb, edhe Ligji p\u00ebr Prokurimin Publik gjithsesi jan\u00eb shkelur me k\u00ebt\u00eb kontrat\u00ebn e cila \u00ebsht\u00eb b\u00ebr\u00eb me Contour Global-in.<\/p>\n<p>U fol edhe p\u00ebr t\u00eb ashtuquajturat zona industriale, apo parqe ekonomike, t\u00eb cilat jan\u00eb b\u00ebr\u00eb nga k\u00ebto qeveri, jo vet\u00ebm nga kjo, dhe m\u00eb duhet t\u00eb them q\u00eb edhe raportet e progresit t\u00eb Komisionit Evropian vit pas viti kan\u00eb theksuar q\u00eb autoritetet kan\u00eb vazhduar n\u00eb themelimin e zonave ekonomike dhe t\u00eb parqeve industriale, por megjithat\u00eb kjo \u00ebsht\u00eb b\u00ebr\u00eb pa nj\u00eb plan nacional. N\u00ebse jemi Republik\u00eb, q\u00eb do t\u00eb thot\u00eb se s\u2019kemi mbret, n\u00ebse Republika jon\u00eb \u00ebsht\u00eb Republik\u00eb parlamentare, nuk kan\u00eb kuptim k\u00ebso zonash ekonomike pa nj\u00ebfar\u00eb plani zhvillimor nacional, sepse edhe vet\u00eb raporti i progresit i Komisionit Evropian neve na e k\u00ebrkon nj\u00eb gj\u00eb t\u00eb till\u00eb, un\u00eb besoj, me shum\u00eb t\u00eb drejt\u00eb.<\/p>\n<p>Merreni me mend, Qeveria i \u00ebsht\u00eb drejtuar nj\u00eb Fondi Investiv privat q\u00eb t\u00eb nd\u00ebrtojm\u00eb termocentralin \u201cKosova C\u201d apo \u201cKosova e Re\u201d, sido q\u00eb do t\u00eb quhet ai n\u00eb fund, nd\u00ebrkoh\u00eb q\u00eb ne nuk i mobilizojm\u00eb mjetet t\u00eb cilat i kemi si shtet. Ju e dini q\u00eb Fondi i Kursimeve Pensionale \u00ebsht\u00eb tash 1.6 miliard\u00eb euro i trash\u00eb dhe vet\u00ebm 3% t\u00eb tij investohen n\u00eb Kosov\u00eb. Nuk ka kurr\u00ebfar\u00eb kuptimi q\u00eb ministrat e kryeministrat k\u00ebrkojn\u00eb investime prej jasht\u00eb, kur ne nuk i mbajm\u00eb parat\u00eb tona brenda vendit, por i nxjerrim ato jasht\u00eb. \u00c7far\u00eb investimesh prej jasht\u00eb k\u00ebrkojm\u00eb ne, kur ne parat tona n\u00eb em\u00ebr t\u00eb pasiguris\u00eb k\u00ebtu apo kush e di pse i nxjerrim jasht\u00eb vendit?! N\u00eb vend se t\u00eb kemi nj\u00eb fond investiv privat q\u00eb vjen k\u00ebtu t\u00eb na nd\u00ebrtoj\u00eb neve termocentralin, \u00ebsht\u00eb shum\u00eb m\u00eb mir\u00eb q\u00eb ne ta krijojm\u00eb nj\u00eb Fond Sovran investiv, dhe, p\u00ebr k\u00ebt\u00eb arsye, L\u00ebvizja VET\u00cbVENDOSJE! insiston q\u00eb ta shp\u00ebrb\u00ebjm\u00eb Agjensin\u00eb e Privatizimit dhe ta themelojm\u00eb Fondin Sovran t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs me mandat t\u00eb investimit, p\u00ebrmir\u00ebsimit, strukturimit dhe rritjes s\u00eb profitabilitetit t\u00eb aseteve me r\u00ebnd\u00ebsi strategjike industriale t\u00eb vendit ton\u00eb. Fondi Sovran do t\u00eb b\u00ebhej aksionari kryesor i t\u00eb gjitha nd\u00ebrmarrjeve t\u00eb m\u00ebdha publike n\u00eb Kosov\u00eb (KEK, PTK, Trep\u00e7\u00eb) me mund\u00ebsi zgjerimi edhe n\u00eb industri tjera. At\u00eb do ta themelonim ne si Kuvend i Republik\u00ebs, neve do t\u00eb na p\u00ebrgjigjej ai Fond Sovran, dhe, me bord mbikqyr\u00ebs t\u00eb em\u00ebruar pik\u00ebrisht nga Kuvendi me Kryeministrin\u00eb e Presidenc\u00ebn me nga nj\u00eb p\u00ebrfaq\u00ebsues nga shoqatat e bizneset e BSPK-s\u00eb. Bordi drejtues n\u00eb k\u00ebt\u00eb Fondin Sovran do t\u00eb zgjedhte nj\u00eb drejtor ekzekutiv t\u00eb tij, q\u00eb do t\u00eb ishte nj\u00eb figur\u00eb apartiake me p\u00ebrvoj\u00eb globale ekzekutive n\u00eb biznes, dhe, i cili do ta drejtonte Fondin Sovran n\u00eb baza korporative, pra, n\u00eb form\u00ebn e nj\u00eb fondi investues. N\u00eb vend se t\u00eb kemi fonde investive private q\u00eb vijn\u00eb k\u00ebtu dhe ne dor\u00ebzohemi si shtet para tyre do t\u00eb duhej q\u00eb ne ta krijojm\u00eb nj\u00eb Fond Sovran investiv. <\/p>\n<p>Fondi ka funksion t\u00eb veprimit si aksionar kryesor n\u00eb industrit\u00eb e m\u00ebdha strategjike t\u00eb Kosov\u00ebs. Nd\u00ebrmarrjet aktuale publike dhe nd\u00ebrmarrjet e caktuara n\u00eb menaxhimin e AKP-s\u00eb do t\u00eb transformoheshin n\u00eb shoq\u00ebri aksionare me Fondin si aksionar mazhoritar. Vlera e Fondit do t\u00eb p\u00ebrcaktohej nga vlera e k\u00ebtyre korporatave q\u00eb i ka ky Fond. Shembull \u00ebsht\u00eb Minsitria e Thesarit t\u00eb Polonis\u00eb, e ndryshme nga Ministria e Financave, e cila \u00ebsht\u00eb aksionare n\u00eb shum\u00eb industri polake. Ndarja e fondit si entitet kuazi-publik e b\u00ebn at\u00eb sa m\u00eb t\u00eb izoluar nga mund\u00ebsia e kapjes politike, krijon mund\u00ebsi p\u00ebr udh\u00ebheqje profesionale jopartiake e jopolitike dhe me performanc\u00eb q\u00eb n\u00eb fund matet sipas parametrave financiar (kthimi n\u00eb investim). <\/p>\n<p>P\u00ebr shtetin, fondi \u00ebsht\u00eb instrument i politik\u00ebs industriale. Fondi mund t\u00eb vendos\u00eb edhe t\u00eb shes\u00eb aksionet q\u00eb i kontrollon n\u00eb industrin\u00eb e Kosov\u00ebs, duke i mund\u00ebsuar investime n\u00eb industri Fondit Pensional 1.6 miliard\u00eb, bankave dhe investitor\u00ebve privat vendor\u00eb e t\u00eb jasht\u00ebm, sigurisht, edhe m\u00ebrgat\u00ebs son\u00eb, n\u00eb m\u00ebnyr\u00eb q\u00eb remitancat e saj t\u00eb mos jen\u00eb vet\u00ebm p\u00ebr mbijetes\u00eb sociale duke konsumuar ne k\u00ebtu mallrat e importit e duke nxjerrur parat\u00eb e m\u00ebrgat\u00ebs me shpejt\u00ebsi  jasht\u00eb vendit. Kjo do t\u00eb ishte alternativ\u00eb ndaj shitjes s\u00eb aseteve fizike t\u00eb nd\u00ebrmarrjes sipas modelit t\u00eb Agjensionit Kosovar t\u00eb Privatizimit. Si rregull, Fondi do t\u00eb ishte aksionar mazhoritar me nj\u00eb num\u00ebr firmash strategjike (energjetika, telekomi, minierat). Si i till\u00eb, Fondi mund t\u00eb sh\u00ebrbej\u00eb si baz\u00eb p\u00ebr organizimin e nj\u00eb tregu t\u00eb kapitalit apo burs\u00ebs. Pra, kjo n\u00eb vend t\u00eb fondit investiv privat q\u00eb s\u2019i dihet prejardhja e kapitalit, as aksionar\u00ebt e as struktura. Dhe, krejt n\u00eb fund, besoj q\u00eb Posta dhe Telekomi i Kosov\u00ebs \u00ebsht\u00eb n\u00eb kriz\u00eb, kriz\u00ebn nuk e zgjidhin shkaktar\u00ebt, \u00ebsht\u00eb e domosdoshme nd\u00ebrhyrja e Kuvendit t\u00eb Kosov\u00ebs me nj\u00eb debat dhe rezolut\u00eb. <\/p>\n<p>Sa i p\u00ebrket ushtris\u00eb, neni 10.2 n\u00eb Ligjin p\u00ebr FSK-n\u00eb thot\u00eb \u201cFSK-ja \u00ebsht\u00eb e armatosur leht\u00eb dhe nuk do t\u00eb ket\u00eb arm\u00eb t\u00eb r\u00ebnda si\u00e7 jan\u00eb tanket, artileria e r\u00ebnd\u00eb apo kapacitetet sulmuese ajrore.\u201d Pra, \u00ebsht\u00eb e mundshme q\u00eb FSK-ja t\u00eb ket\u00eb helikopter p\u00ebr shembull, por nuk kan\u00eb qen\u00eb t\u00eb interesuar p\u00ebr nj\u00eb gj\u00eb t\u00eb till\u00eb. Thuhet q\u00eb FSK-ja duhet t\u00eb ket\u00eb armatim t\u00eb leht\u00eb \u2013 a e dini \u00e7ka \u00ebsht\u00eb armatimi i leht\u00eb? \u00c7do armatim i cili nuk ka nevoj\u00eb p\u00ebr t\u00ebrheqje t\u00eb motorizuar quhet armatim i leht\u00eb. Ne nuk i kemi shfryt\u00ebzuar as mund\u00ebsit\u00eb q\u00eb i ofron Kushtetuta dhe Ligji p\u00ebr FSK-n\u00eb.
