Fillimi i negociatave p\u00ebr plot\u00ebsim-ndryshim e Rregullores 539\/2001 n\u00eb mes tri institucioneve kryesore t\u00eb BE-s\u00eb: Komisionit Evropian, K\u00ebshillit t\u00eb BE-s\u00eb dhe Parlamentit Evropian; 2. Miratimi i Rregullores n\u00eb seanc\u00ebn plenare t\u00eb Parlamentit Evropian; 3. Miratimi i Rregullores nga K\u00ebshilli i Ministrave; 4. Ceremonia e n\u00ebnshkrimit; 5. Publikimi n\u00eb gazet\u00ebn zyrtare; dhe 6.
