N\u00eb nisje t\u00eb k\u00ebtij debati, fjal\u00ebn e ka marr\u00eb kryeministri Kurti.<\/p>\n<p> \u201cQeveria e Republik\u00ebs s\u00eb Kosov\u00ebs e ka nd\u00ebrtuar qasjen e saj strategjike p\u00ebrball\u00eb dialogut, t\u00eb leht\u00ebsuar nga BE mbi baz\u00ebn e dy q\u00ebllimeve fillestare: 1, nd\u00ebrprerjen e praktik\u00ebs s\u00eb p\u00ebrfshirjes s\u00eb \u00e7do c\u00ebshtje potencialisht kontestuese mes dy pal\u00ebve n\u00eb fush\u00ebveprimin e dialogut, q\u00ebndirmi yn\u00eb ishte maksimumi q\u00eb mund t\u00eb diskutohej n\u00eb Bruksel ishin problemet e zbatueshm\u00ebris\u00eb s\u00eb marr\u00ebveshjeve ekzisutese, pra atyre t\u00eb n\u00ebnshkruara para ardhjes n\u00eb Qeveri dhe 2. Hapja e kapitullit t\u00eb nj\u00eb procesi t\u00eb bisedimeve p\u00ebr nd\u00ebrtimin e raporteve t\u00eb jashtme t\u00eb fqinj\u00ebsis\u00eb s\u00eb mir\u00eb, parimeve t\u00eb s\u00eb drejt\u00ebs nd\u00ebrkomb\u00ebtare si dy shtete t\u00eb pavarura q\u00eb e bazonin marr\u00ebdh\u00ebnien e tyre mbi premis\u00ebn e njohjes s\u00eb dyanshme t\u00eb shtet\u00ebsis\u00eb\u201d, tha ai.<\/p>\n<p>Kurti foli edhe p\u00ebr takimin e 18 gushtit, q\u00eb sipas tij, ka qen\u00eb rezultat i presionit t\u00eb Qeveris\u00eb q\u00eb ai udh\u00ebheq. Ai tha se ia ka b\u00ebr\u00eb t\u00eb \u201cqart\u00eb\u201d Borrellit e Vu\u00e7iqit q\u00eb Kosova nuk do t\u00eb pranoj\u00eb dialog q\u00eb nuk \u00ebsht\u00eb p\u00ebr marr\u00ebveshje p\u00ebrfundimtare mbi njohjen e nd\u00ebrsjell\u00eb.<\/p>\n<p>\u201cTakimi i dat\u00ebs 18 gusht ishte qarazi rezultat direkt i presionit t\u00eb qeveris\u00eb son\u00eb q\u00eb dialogu t\u00eb kaloj\u00eb n\u00eb faz\u00ebn  e rregullimit nd\u00ebrkomb\u00ebtar t\u00eb marr\u00ebdh\u00ebnies nd\u00ebrmjet Kosov\u00ebs dhe Serbis\u00eb t\u00eb p\u00ebrqendruar n\u00eb njohje reciroke, e t\u00eb bazuar n\u00eb t\u00eb drejt\u00ebn nd\u00ebrkomb\u00ebtare, e jo n\u00eb \u00e7\u00ebshtje t\u00eb brendshme sic ishte praktika e m\u00ebhershme para ardhjes son\u00eb n\u00eb Qeveri\u2026 pra jo dialog p\u00ebr dialog, jo dialog p\u00ebr menaxhim krize. N\u00eb takimin e 18 gushtit ia b\u00ebra t\u00eb qart\u00eb Borrellit dhe Vu\u00e7iqit q\u00eb Kosova nuk do t\u00eb pranoj\u00eb dialog q\u00eb nuk \u00ebsht\u00eb p\u00ebr nj\u00eb marr\u00ebveshje p\u00ebrfundimtare mbi njohjen e nd\u00ebrsjellt\u00eb. Edhe pse takimi p\u00ebrfundoi pa ndonj\u00eb rezultat specifik n\u00eb planin bilateral, ai e dha efektin e tij t\u00eb menj\u00ebhersh\u00ebm e kjo \u00ebsht\u00eb vizita e emisar\u00ebve m\u00eb 9 shtator, apo prezantimi i planit franko-gjerman\u201d, deklaroi Kurti.<\/p>\n<p>Kurti tregoi edhe se \u00e7ka i k\u00ebrkoi Laj\u00e7ak atij.<\/p>\n<p>\u201cEmisari dhe leht\u00ebsuesi i dialogut m\u00eb k\u00ebrkuan q\u00eb t\u2019i respektoj\u00eb dy parime procedurale, p\u00ebrderisa nuk ka qart\u00ebsim nga t\u00eb dyja pal\u00ebt p\u00ebr ecje p\u00ebrpara: 1. Respektimi i konfidencialitetit  t\u00eb dokumentit t\u00eb propozuar nga ta, derisa t\u00eb ket\u00eb avancim t\u00eb procesit negociator; 2. Q\u00eb ta konsideroja at\u00eb seriozisht, sepse mospranimi i tij do t\u00eb ndikonte seriozisht n\u00eb raportet e Kosov\u00ebs me shtetet sponsorizuese\u2026 Propozimi frankogjerman e konsiderova me kujdes, pas nj\u00eb analize t\u00eb thelluar konstatova q\u00eb porpozimi ng\u00ebrthen karakteristikat n\u00eb vijim: Propozimi bazohet n\u00eb modelin gjermano-gjerman dhe t\u00eb shum\u00eb modeleve tjera t\u00eb njohjes defakto, p.sh. marr\u00ebveshja Japoni- Koreja Jugore; propozimi ng\u00ebrthente n\u00eb v\u00ebt\u00eb pranimin nga pal\u00ebt e parimit t\u00eb barazis\u00eb n\u00eb sistemin nd\u00ebrkomb\u00ebtar, i cili \u00ebsht\u00eb parimi kyc i Kart\u00ebs s\u00eb Kombeve t\u00eb Bashkuara;  propozimi  p\u00ebrcakton njohjen nga pal\u00ebt e parimeve t\u00eb barazis\u00eb s\u00eb sovar\u00ebnve, integritetin territorial, zgjidhjen paq\u00ebsore t\u00eb konflikteve n\u00eb marr\u00ebdh\u00ebnies mes Kosov\u00ebs dhe Serbis\u00eb; Propozimi p\u00ebrfshinte heqjen dor\u00eb t\u00eb Serbis\u00eb nga pengimi i an\u00ebtar\u00ebsimit t\u00eb Kosov\u00ebs n\u00eb \u00e7do organizat\u00eb nd\u00ebrkomb\u00ebtare; propozimi p\u00ebrfshinte njohjen e pal\u00ebve ndaj nj\u00ebra-tjetr\u00ebs t\u00eb s\u00eb drejt\u00ebs s\u00eb p\u00ebrfaq\u00ebsimit shtet\u00ebror n\u00eb terrenin e marr\u00ebdh\u00ebnieve nd\u00ebrkom\u00ebtare; propozimi p\u00ebrfshinte shk\u00ebmbimin e zyreve t\u00eb p\u00ebrhershme diplomatike, n\u00eb form\u00ebn e legat\u00ebve, q\u00eb jan\u00eb ambasada faktike; propozimi p\u00ebrmbante norm\u00ebn e njohjes s\u00eb dokumenteve shtet\u00ebrore; propozimi p\u00ebrmbante edhe dy norma q\u00eb lidheshin me t\u00eb drejtat e serb\u00ebve, e para q\u00eb do t\u00eb ket\u00eb nj\u00eb t\u00eb drejt\u00eb t\u00eb vetmenaxhimit n\u00eb p\u00ebrputhje me instrumentet e K\u00ebshillit t\u00eb Evrop\u00ebs dhe formalizimi i statusit t\u00eb kish\u00ebs ortodoske serbe, gj\u00eb q\u00eb e kemi b\u00ebr\u00eb; parashihte rregullin q\u00eb t\u00eb gjitha marr\u00ebveshjet e Brukselit t\u00eb zbatohen nga dy pal\u00ebt\u201d, tha ai.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kuvendi i Kosov\u00ebs sot \u00ebsht\u00eb duke mbajtur debat parlamentar p\u00ebr dialogun mes Kosov\u00ebs dhe Serbis\u00eb.
