Pra secila familje q\u00eb ka f\u00ebmij\u00eb t\u00eb mosh\u00ebs nga 9 muaj deri n\u00eb 6 vje\u00e7 dhe ka t\u00eb hyrat mujore familjare n\u00ebn 500 euro, t\u00eb p\u00ebrfitoj\u00eb nga 40 euro p\u00ebr t\u00eb regjistruar f\u00ebmij\u00ebt e tyre n\u00eb cil\u00ebndo \u00e7erdhe private t\u00eb licensuar n\u00eb Gjilan.<\/p>\n
Kjo ide dhe vendim do t\u00eb leht\u00ebsoj\u00eb:

\n7. Do t\u00eb rriste k\u00ebrkesat p\u00ebr licensimin dhe p\u00ebrmir\u00ebsimin e kushteve t\u00eb institucioneve parashkollore private.<\/p>\n
8. Do t\u00eb nxiste konkurenc\u00ebn n\u00eb institucionet parashkollore publike dhe private;
\n9. Do t\u00eb rriste numrin e t\u00eb pun\u00ebsuarve n\u00eb institucionet parashkollore private \u2013 si edukatore dhe stafin mb\u00ebshtet\u00ebs;
