Ku shteti planifikon nj\u00eb plan rreth asaj se si prind\u00ebrit duhet t\u00eb flasin dhe bisedojn\u00eb me f\u00ebmij\u00ebt n\u00eb mosha t\u00eb caktuara. Si t\u2019ju flitet p\u00ebr shkoll\u00ebn, kultur\u00ebn, moralin dhe shum\u00eb\u00e7ka tjet\u00ebr. T\u00eb vet\u00ebdijsohen prind\u00ebrit rreth informatave q\u00eb u lejojn\u00eb f\u00ebmij\u00ebve t\u00eb tyre, \u00e7ka u servohet atyre, sa ata kan\u00eb qasje n\u00eb informata q\u00eb jan\u00eb t\u00eb d\u00ebmshme? E nga kjo, n\u00eb udh\u00ebheqje do t\u00eb vijn\u00eb kuadro q\u00eb nj\u00ebmend d\u00ebshirojn\u00eb arsim cil\u00ebsor dhe p\u00ebrkrahje p\u00ebr m\u00ebsimdh\u00ebn\u00ebsit. Pra, ne p\u00ebr t\u00eb ndryshuar lart\u00eb, duhet t\u00eb fillojm\u00eb nga posht\u00eb, pra prej vet\u00ebs duke vazhduar tutje. Nd\u00ebrsa n\u00ebse shteti d\u00ebshiron t\u00eb ndryshoj posht\u00eb duhet t\u00eb filloj nga lart\u00eb, nga vetja e duke vazhduar tutje. N\u00ebse ve\u00e7 \u00ebsht\u00eb interes i shtetit, p\u00ebr t\u00eb ndryshuar rehatin\u00eb.<\/p>\n<p>Hartimi i politikave shtet\u00ebrore p\u00ebr arsimin duhet t\u00eb bazohet n\u00eb interesin shtet\u00ebror dhe jo personal. Shteti duhet t\u00eb krijoj sistemin ku meritokracia \u00ebsht\u00eb \u00e7el\u00ebsi i gjith\u00eb funksionimit udh\u00ebheq\u00ebs e jo idiokracia. N\u00eb nj\u00eb sistem meritor, shteti i jep mund\u00ebsi personave kompetent t\u00eb marrin at\u00eb q\u00eb meritojn\u00eb. Persona q\u00eb kan\u00eb aft\u00ebsin\u00eb dhe guximin p\u00ebr t\u00eb marr hapa t\u00eb m\u00ebdhenj t\u00eb cilit para interesit personal dhe politik e vendosin at\u00eb shtet\u00ebror. Nje sistem i till\u00eb, ndryshon mend\u00ebsin\u00eb dhe gjendjen ton\u00eb. <\/p>\n<p>Kjo politik\u00eb ndikon drejt p\u00ebr s\u00eb drejti n\u00eb universitetet tona, ku atker\u00ebt e p\u00ebrfshir\u00eb aty jan\u00eb kuadro t\u00eb mir\u00ebfillta nga t\u00eb cil\u00ebt krijohen profesionist\u00ebt q\u00eb t\u00eb nes\u00ebrm\u00ebn do t\u2019i ndihmojn\u00eb shtetit. E jo kuadro t\u00eb cil\u00ebt i ndihmojn\u00eb politik\u00ebs dhe jan\u00eb t\u00eb rehatuarit e saj. Universitetet tona duhet t\u00eb jen\u00eb modelet tona, aty nga ku nis dhe krijohet gjith\u00e7ka. P\u00ebr fat t\u00eb keq nj\u00eb pjes\u00eb e madhe e t\u00eb p\u00ebrfshir\u00ebve n\u00eb to, sh\u00ebrbejn\u00eb vet\u00ebm si model se si nuk duhet t\u00eb jet\u00eb nj\u00eb profesionist arsimor. Ndoshta nuk \u00ebsht\u00eb edhe pak. Kur t\u00eb rregullohen universitetet, shteti p\u00ebrgatit planin p\u00ebr orientimin n\u00eb karrier\u00eb, ku nx\u00ebn\u00ebsit tan\u00eb qysh n\u00eb shkoll\u00ebn fillore testohen rreth njohurive t\u00eb tyre dhe pastaj orientohen nep\u00ebr profesionet t\u00eb cil\u00ebt u p\u00ebrshtatet m\u00eb s\u00eb shumti. Niveli m\u00eb i lart\u00eb i nx\u00ebn\u00ebsve duhet t\u00eb orientohet te Fakulteti i Edukimit. <\/p>\n<p>T\u00eb p\u00ebrzgjedhur\u00ebve, q\u00eb priten t\u00eb jen\u00eb nx\u00ebn\u00ebsit m\u00eb t\u00eb mir\u00eb, u p\u00ebrgatit nj\u00eb sistem t\u00eb studimeve q\u00eb m\u00ebsimi teorik t\u00eb kthehet n\u00eb m\u00ebsim praktik. Ku profesor\u00ebt t\u00eb jen\u00eb meritor\u00ebt, q\u00eb nxisin student\u00ebt t\u00eb merren me problematika t\u00eb ndryshme, hulumtime t\u00eb koh\u00ebs nga t\u00eb cilet nxjerren rezultate p\u00ebr sistemin ton\u00eb. Pa dyshim q\u00eb nga ky sistem do t\u00eb dalin m\u00ebsimdh\u00ebn\u00ebs t\u00eb aft\u00eb dhe pragmatik q\u00eb i sh\u00ebrbejn\u00eb politikave shtet\u00ebrore p\u00ebr arsimin. <\/p>\n<p>Udh\u00ebheq\u00ebsit arsimor duhet t\u00eb jen\u00eb ekspert t\u00eb fushave, t\u00eb cil\u00ebt ndjekin planin zhvillimor nga shteti e jo nga shefi i tij i cili udh\u00ebzon p\u00ebr interesa partiake. Kjo mund t\u00eb vie kur transparenca dhe p\u00ebrzgjedhja b\u00ebhet pa anime politike. Monitorimi dhe mentorimi i tyre b\u00ebhet nga t\u00eb p\u00ebrzgjedhurit adekuat, ku synimi kryesor \u00ebsht\u00eb cil\u00ebsia. Kur shteti t\u00eb krijoj nj\u00eb sistem ku meritokracia \u00ebsht\u00eb baza e \u00e7do gj\u00ebje, at\u00ebher\u00eb edhe m\u00ebsimdh\u00ebn\u00ebsit do t\u00eb jen\u00eb baza e ndryshimit n\u00eb shkolla. M\u00ebsimdh\u00ebn\u00ebsit nuk do te jen\u00eb personat q\u00eb heshtin ndaj \u00e7do gj\u00ebje, pasi q\u00eb nuk do t\u00eb frik\u00ebsohen nga politika dhe njer\u00ebzit e tjer\u00eb q\u00eb i kan\u00eb sistemuar n\u00eb vendet e pun\u00ebs.<\/p>\n<p>Qasja q\u00eb \u201cM\u00ebsimdh\u00ebn\u00ebsit duhet t\u00eb testohen dhe t\u00eb largohen t\u00eb gjith\u00eb\u201d tregon m\u00eb s\u00eb miri q\u00eb k\u00ebtu nuk ka interes p\u00ebr t\u00eb ndryshuar dicka. Q\u00ebllimi i vler\u00ebsimit nuk \u00ebsht\u00eb nd\u00ebshkimi por matja dhe p\u00ebrkrahja p\u00ebr t\u00eb planifikuar dicka p\u00ebr t\u00eb ardhmen. N\u00eb fund t\u00eb fundit, supozojm\u00eb q\u00eb gjat\u00eb vler\u00ebsimit t\u00eb m\u00ebsimdh\u00ebn\u00ebsve, m\u00ebsimdh\u00ebn\u00ebsi i vler\u00ebsuar nga sistemi yn\u00eb arsimor si personi adekuat, nuk i plot\u00ebson kriteret e duhura at\u00ebher\u00eb si mund po ky sistem arsimor q\u00eb ka mund\u00ebsuar at\u00eb t\u00eb ushtroj profesionin, t\u00eb riaft\u00ebsoj at\u00eb pas nj\u00eb kohe. Cili \u00ebsht\u00eb niveli i besimit n\u00eb profesionalizmin e sistemit n\u00eb k\u00ebt\u00eb rast? <\/p>\n<p>M\u00ebsimdh\u00ebn\u00ebsit duhet t\u2019i krijohen kushte t\u00eb favorshme pune, q\u00eb pastaj nga ai t\u00eb kerkosh p\u00ebrgjegj\u00ebsi dhe llogaridh\u00ebnie.Pse shteti t\u00eb mos b\u00ebj hulumtime rreth nevojave q\u00eb kan\u00eb m\u00ebsimdhenesit dhe ti ndihmoj ata me p\u00ebrgatitje profesionale n\u00eb vazhdim\u00ebsi. Shembull, m\u00ebsimdh\u00ebn\u00ebsi i cili \u00ebsht\u00eb njoh\u00ebs i shk\u00eblqyesh\u00ebm i l\u00ebnd\u00ebs s\u00eb tij, mund t\u00eb ket\u00eb v\u00ebshtir\u00ebsi n\u00eb an\u00ebn pedagogjike. <\/p>\n<p>Sa m\u00ebsimdh\u00ebn\u00ebs mund t\u00eb ket\u00eb t\u00eb ketille?
