Instituti Demokratik i Kosov\u00ebs (KDI), organizat\u00eb e shoq\u00ebris\u00eb civile q\u00eb monitoron pun\u00ebn e Kuvendit, ka shprehur shqet\u00ebsim t\u00eb thell\u00eb lidhur me m\u00ebnyr\u00ebn e zhvillimit t\u00eb votimit gjat\u00eb vazhdimit t\u00eb sot\u00ebm t\u00eb seanc\u00ebs konstituive.<\/p>\n
\u201cNdryshimi i m\u00ebnyr\u00ebs s\u00eb votimit n\u00eb mes t\u00eb seanc\u00ebs, n\u00eb m\u00ebnyr\u00eb arbitrare nga kryesuesi dhe pa baz\u00eb n\u00eb Rregulloren e Pun\u00ebs s\u00eb Kuvendit, p\u00ebrb\u00ebn shkelje t\u00eb parimeve procedurale dhe nj\u00eb precedent t\u00eb rreziksh\u00ebm p\u00ebr funksionimin e Kuvendit\u201d, tha KDI n\u00eb nj\u00eb reagim n\u00eb Facebook duke shtuar se \u201cky veprim jo vet\u00ebm q\u00eb bie ndesh me standardet e nj\u00eb legjislature demokratike, por minon edhe besimin publik n\u00eb rregullsin\u00eb dhe integritetin e proceseve parlamentare\u201d.<\/p>\n
Sipas KDI-s\u00eb, \u00e7do p\u00ebrpjekje p\u00ebr t\u00eb ndryshuar rregullat gjat\u00eb loj\u00ebs, \u201cve\u00e7an\u00ebrisht kur vjen n\u00eb funksion t\u00eb kalkulimeve t\u00eb brendshme politike\u201d, d\u00ebmton r\u00ebnd\u00eb autoritetin e Kuvendit.<\/p>\n
KDI ka ftuar kryesuesin e seanc\u00ebs \u2013 deputetin e LVV-s\u00eb, Avni Dehari si dhe t\u00eb gjith\u00eb deputet\u00ebt, q\u00eb t\u00eb respektojn\u00eb standardet procedurale t\u00eb p\u00ebrcaktuara n\u00eb Rregullore dhe t\u00eb veprojn\u00eb n\u00eb p\u00ebrputhje me normat e p\u00ebrgjegj\u00ebsis\u00eb institucionale dhe politike q\u00eb i k\u00ebrkon funksioni p\u00ebrfaq\u00ebsues.<\/p>\n
Kryesuesi i seanc\u00ebs konstituive t\u00eb Kuvendit t\u00eb Kosov\u00ebs, Avni Dehari, ka th\u00ebn\u00eb se votimi i kryetarit t\u00eb Kuvendit duhet t\u00eb b\u00ebhet me votim t\u00eb fsheht\u00eb.<\/p>\n
Ai tha se duke u bazuar n\u00eb Rregulloren e Kuvendit parashihet edhe votimi i fsheht\u00eb andaj tha se kjo \u00ebsht\u00eb forma e duhur me q\u00ebllim t\u00eb hapjes rrug\u00eb t\u00eb zhbllokimit t\u00eb procesit t\u00eb konstituimit t\u00eb Kuvendit.<\/p>\n
Por, kjo u kund\u00ebrshtua nga PDK-ja, LDK-ja dhe AAK-ja, parti k\u00ebto q\u00eb e quajt\u00ebn k\u00ebt\u00eb veprim antiligjor dhe antikushtetues.<\/p>\n
