Si\u00e7 kemi theksuar q\u00eb n\u00eb fillim, rendi i dit\u00ebs i seanc\u00ebs konstituive nuk mund t\u00eb ndryshohet sipas d\u00ebshir\u00ebs dhe askush nuk ka t\u00eb drejt\u00eb t\u00eb imponoj\u00eb votim t\u00eb fsheht\u00eb pa baz\u00eb kushtetuese dhe pa procedur\u00eb t\u00eb rregullt.
