Instituti Demokratik i Kosov\u00ebs (KDI) i ka b\u00ebr\u00eb thirrje ushtrueses s\u00eb detyr\u00ebs s\u00eb Presidentes, Albulena Haxhiu, q\u00eb pas p\u00ebrfundimit t\u00eb konsultimeve me subjektet politike parlamentare t\u00eb caktoj\u00eb sa m\u00eb par\u00eb dat\u00ebn e mbajtjes s\u00eb seanc\u00ebs konstituive t\u00eb Kuvendit.<\/p>\n
N\u00eb reagimin e tij, KDI thekson se pas certifikimit t\u00eb rezultateve p\u00ebrfundimtare t\u00eb zgjedhjeve t\u00eb 7 qershorit ka nisur afati kushtetues p\u00ebr konstituimin e legjislatur\u00ebs s\u00eb re, duke vler\u00ebsuar se afati 30-ditor \u00ebsht\u00eb kufiri maksimal kushtetues dhe nuk duhet t\u00eb shnd\u00ebrrohet n\u00eb nj\u00eb periudh\u00eb pritjeje dhe pasigurie institucionale.<\/p>\n
Sipas KDI-s\u00eb, edhe pse afati ende nuk ka p\u00ebrfunduar, ushtruesja e detyr\u00ebs s\u00eb Presidentes ka p\u00ebrgjegj\u00ebsi institucionale q\u00eb t\u00eb shmang\u00eb vonesat e panevojshme dhe t\u00eb siguroj\u00eb nisjen n\u00eb koh\u00eb t\u00eb procesit t\u00eb konstituimit t\u00eb Kuvendit.<\/p>\n
Instituti kujton se p\u00ebrvojat e kaluara kan\u00eb d\u00ebshmuar se vonesat n\u00eb konstituimin e institucioneve mund t\u00eb krijojn\u00eb bllokada politike dhe t\u00eb d\u00ebmtojn\u00eb funksionimin normal t\u00eb shtetit.<\/p>\n
KDI k\u00ebrkon q\u00eb Haxhiu t\u00eb caktoj\u00eb dat\u00ebn e seanc\u00ebs konstituive menj\u00ebher\u00eb pas p\u00ebrfundimit t\u00eb konsultimeve me partit\u00eb parlamentare, n\u00eb m\u00ebnyr\u00eb q\u00eb procesi t\u00eb mos afrohet pa nevoj\u00eb me afatin kushtetues t\u00eb 7 gushtit.<\/p>\n
Po ashtu, organizata k\u00ebrkon q\u00eb ushtruesja e detyr\u00ebs s\u00eb Presidentes t\u2019u b\u00ebj\u00eb thirrje publike subjekteve politike t\u00eb marrin pjes\u00eb n\u00eb m\u00ebnyr\u00eb konstruktive n\u00eb seanc\u00ebn konstituive, me q\u00ebllim q\u00eb ajo t\u00eb p\u00ebrfundoj\u00eb me konstituimin e Kuvendit dhe jo t\u00eb mbetet vet\u00ebm nj\u00eb procedur\u00eb formale.<\/p>\n
N\u00eb fund, KDI k\u00ebrkon q\u00eb brenda 48 or\u00ebve publiku t\u00eb informohet p\u00ebr p\u00ebrfundimin e konsultimeve dhe p\u00ebr koh\u00ebn kur do t\u00eb shpallet data e seanc\u00ebs konstituive, duke theksuar se konstituimi i Kuvendit \u00ebsht\u00eb parakusht p\u00ebr formimin e institucioneve t\u00eb reja dhe rikthimin e funksionimit t\u00eb plot\u00eb t\u00eb rendit kushtetues.<\/p>\n","protected":false},"excerpt":{"rendered":"
