78%, kurse n\u00eb vitin 2018 jan\u00eb \u2013 83%.<br \/>\nShkruan: Ismajl KURTESHI<\/p>\n<p>P\u00ebr shkak t\u00eb gjendjes s\u00eb r\u00ebnd n\u00eb arsim, Kuvendi i Kosov\u00ebs, me 19 janar 2017 e aprovoj rezolut\u00ebn e iniciuar nga L\u00ebvizja Vet\u00ebvendosje, p\u00ebrmes t\u00eb cil\u00ebs arsimi shpallet prioritet komb\u00ebtar.<\/p>\n<p>Por tani dy vite pas rezolut\u00ebs s\u00eb Kuvendit dhe rekomandimeve nga shum\u00eb debate t\u00eborganizuara nga MASHT-i, Komisioni Parlamentar i Arsimit dhe shoq\u00ebria civile, gjendja n\u00eb arsim \u00ebsht\u00eb po aq e r\u00ebnd sa ka qen n\u00eb koh\u00ebn kur u miratua rezoluta.<\/p>\n<p>Nga 12 pikat e rezolut\u00ebs, pjes\u00ebrisht \u00ebsht\u00eb p\u00ebrmbushur pika e par\u00eb q\u00eb k\u00ebrkon rritjen e buxhetit, por rritja e buxhetit duhet t\u00eb p\u00ebrcillet edhe me menaxhim t\u00eb mir\u00eb t\u00eb financave dhe organizim t\u00eb mir\u00eb t\u00eb pun\u00ebs por edhe mbik\u00ebqyrje mbi shpenzimet, pun\u00ebn dhe respektimin e ligjit.<\/p>\n<p>K\u00ebtu po i prezantojm\u00eb disa shembuj t\u00eb m\u00ebnyr\u00ebs s\u00eb menaxhimit t\u00eb buxhetit p\u00ebr arsim: 15 m\u00ebsimdh\u00ebn\u00ebs t\u00eb shkoll\u00ebs fillore \u201cMihal Grameno\u201d, n\u00eb Fush\u00eb Kosov\u00eb, t\u00eb pranuar n\u00ebmarr\u00ebdh\u00ebnie pune p\u00ebrmes konkursit t\u00eb rregullt n\u00eb ver\u00ebn e vitit 2017, ende nuk jan\u00eb n\u00eb listat e t\u00eb ardhurave personale.<\/p>\n<p>Drejtori i DKA-s\u00eb s\u00eb Kastriotit, k\u00ebto dit\u00eb deklaroj se shum\u00eb koordinator t\u00eb cil\u00ebsis\u00eb t\u00eb angazhuar n\u00ebp\u00ebr shkolla nuk jan\u00eb fut\u00eb n\u00eb listat e pagave, rrjedhimisht po punojn\u00eb pa pages\u00eb.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr p\u00ebrher\u00eb gjenden mjete financiare p\u00ebr udh\u00ebtime e trajnime t\u00ebshtrenjta jasht\u00eb vendit t\u00eb zyrtar\u00ebve t\u00eb MASHT-it, si q ishte trajnimi n Budv\u00eb t\u00eb Malit t\u00eb Zi, q\u00eb kushtoj rreth 30.000 euro.<\/p>\n<p>Bazuar n\u00eb nj\u00eb raport t\u00eb NDI n\u00eb vitin 2018 buxheti nuk \u00ebsht\u00eb menaxhuar mir\u00eb p\u00ebr t\u00eb ofruar arsim cil\u00ebsor, nd\u00ebrsa \u00ebsht\u00eb k\u00ebrkuar rritja e buxhetit p\u00ebr hulumtime n\u00eb sektorin publik dhe at\u00eb privat.<\/p>\n<p>Poashtu \u00ebsht\u00eb konstatuar se f\u00ebmij\u00ebve me aft\u00ebsi t\u00eb kufizuara nuk i \u00ebsht\u00eb ofruar arsimim cil\u00ebsor.<br \/>\nN\u00eb raport po ashtu thuhet se shkall\u00eb e braktisjes s\u00eb shkoll\u00ebs sidomos nga f\u00ebmij\u00ebt rom\u00eb dhe ashkalinj \u00ebsht\u00eb e lart\u00eb.<\/p>\n<p>Raporti v\u00eb n\u00ebspikam\u00eb se regjistrim i f\u00ebmij\u00ebve n\u00eb nivelin parashkollor\u00ebsht\u00eb i ul\u00ebt.<\/p>\n<p>N\u00eb t\u00eb nj\u00ebjtin dokument konstatohet mosp\u00ebrputhja e kurikul\u00ebs s\u00eb arsimit t\u00eb lart me arsimin dhe aft\u00ebsimin profesionale si dhe me nevojat e tregut t\u00eb pun\u00ebs.<\/p>\n<p>N\u00eb fund konstatohet se cil\u00ebsia e arsimit n\u00eb t\u00eb gjitha nivelet \u00ebsht\u00eb e ul\u00ebt.<\/p>\n<p>Vet\u00ebm rreth 5% e f\u00ebmij\u00ebve jan\u00eb t\u00eb p\u00ebrfshir\u00eb n\u00eb \u00e7erdhe publike.<\/p>\n<p>95.6% e f\u00ebmij\u00ebve jan\u00eb t\u00eb p\u00ebrfshir\u00eb n\u00eb arsimin e obliguesh\u00ebm.<\/p>\n<p>84.5% jan\u00eb t\u00eb p\u00ebrfshir\u00eb n\u00eb arsimin e mes\u00ebm t\u00eb lart, 51% e tyre shkojn\u00eb n\u00eb gjimnaze kurse 49% n\u00eb shkolla Profesionale.<\/p>\n<p>N\u00eb Finland\u00eb: n\u00eb gjimnaze regjistrohen 30%, kurse n\u00eb shkolla profesionale 70%.<\/p>\n<p>N\u00eb Kosov\u00eb n\u00eb 100 mij\u00eb banor studimet i vijojn\u00eb 6669 student\u00eb.<\/p>\n<p>N\u00eb Evrop\u00eb n\u00eb 100 mij\u00eb banor jan\u00eb3987 student.<\/p>\n<p>Analfabet q\u00eb nuk din shkrim dhe lexim n\u00eb Kosov\u00eb jan\u00eb 5.4 %,<\/p>\n<p>Analfabet funksional n\u00eb vitin 2008 kan\u00eb qen -62%, n\u00eb vitin 2015 \u2013 78%, kurse n\u00eb vitin 2018 jan\u00eb \u2013 83%.<\/p>\n<p>N\u00eb testin e matematik\u00ebs t\u00eb organizuar nga Instituti \u201cAtomi\u201d nga 5366 nx\u00ebn\u00ebs Vet\u00ebm 55 i kan\u00eb plot\u00ebsuar 65% t\u00eb pyetjeve.<\/p>\n<p>Nj\u00eb 15 vje\u00e7ar i Kosov\u00ebs \u00ebsht\u00eb 6 vite mbrapa nj\u00eb moshatari t\u00eb tij nga Singapori.<\/p>\n<p>\u2026Buxheti i vitit 2019 \u00ebsht\u00eb rrit 7%, (324 mil.) 4% jan\u00eb rrit shpenzimet kapitale, kabinetit t\u00eb ministrit i \u00ebsht\u00eb rrit buxheti 33%, kurse p\u00ebr mallra dhe sh\u00ebrbime n\u00eb krahasim me vitin 2018 buxheti \u00ebsht\u00eb rrit 74%\u2026<\/p>\n<p>N\u00eb prezantimin e projektit, t\u00eb financuar nga BE p\u00ebr \u201cNdikimin e procesit t\u00eb akreditimit n\u00eb sigurimin e cil\u00ebsis\u00eb n\u00eb arsimin e lart\u00eb n\u00eb Kosov\u00eb\u201d, nd\u00ebr t\u00eb tjerat \u00ebsht\u00eb konstatuar se asnjeri nga universitetet rajonale publike, n\u00eb momentin e akreditimit nuk i kan\u00eb plot\u00ebsuar standardet e parapara p\u00ebr akreditim.<\/p>\n<p>Sipas nj\u00eb studimi t\u00eb MASHT-it, k\u00ebto universitete edhe aktualisht nuk i p\u00ebrmbushin kriteret e parapara.<\/p>\n<p>Sa i p\u00ebrket kolegjeve private gjendja \u00ebsht\u00eb edhe m\u00eb e r\u00ebnd, ato shpesh pranojn\u00eb student n\u00eb programe t\u00eb pa akredituara, pranojn\u00eb student m\u00eb shum\u00eb se ju lejohet, nuk i respektojn\u00eb afatet e regjistrimit, shpesh ndodh t\u00eb mos i regjistrojn\u00eb student\u00ebt n\u00eb librat e amz\u00ebs, angazhojn\u00eb profesor t\u00eb fushave n\u00eb t\u00eb cilat nuk kan\u00eb kompetenca ose q\u00eb jan\u00eb t\u00eb angazhuar n\u00eb shum\u00eb institucione t\u00eb arsimit t\u00eb lart, e k\u00ebshtu me radh\u00eb.<\/p>\n<p>KurseAgjencia Kosovare e Akreditimit ka deklaruar se nuk ka kapacitete t\u00eb mjaftueshmep\u00ebr p\u00ebrcjelljen e pun\u00ebs s\u00eb institucioneve t\u00eb akredituara.<\/p>\n<p>Koh\u00ebve t\u00eb fundit, n\u00eb shum\u00eb raste po angazhohen profesor t\u00eb fushave jo adekuate n\u00eb procesin m\u00ebsimor edhe n\u00eb IAL \u2013 t\u00eb publike. Po ndodh q\u00eb doktori i shkencave politike t\u00eb angazhohet n\u00eb l\u00ebnd\u00ebn e metodikes e ai i turizmit n\u00eb ekonomi e k\u00ebshtu me radh\u00eb.<\/p>\n<p>Me q\u00ebllim t\u00eb ngritjes s\u00eb cil\u00ebsis\u00eb n\u00eb arsim gjat\u00eb k\u00ebtij viti jan\u00eb organizuar:<\/p>\n<p>Promovimi i fushat\u00ebs p\u00ebr arsim m\u00eb t\u00eb mir\u00eb n\u00eb Kosov\u00eb.<\/p>\n<p>Tryeza kushtuar prioriteteve n\u00eb arsim.<\/p>\n<p>Debatin:\u201d R\u00ebnd\u00ebsia e organizimit dhe sfidat n\u00eb edukimin parashkollor\u201d.<\/p>\n<p>Debati:\u201dArsimi i Personave me Aft\u00ebsi t\u00eb Kufizuara\u201d.<\/p>\n<p>Prezantim i hulumtimit: Ndikimi i Akreditimit n\u00eb Cil\u00ebsi.<\/p>\n<p>Analiza t\u00eb garave e testeve t\u00eb ndryshme.<\/p>\n<p>N\u00eb k\u00ebto dhe organizime t\u00eb tjera n\u00eb t\u00eb cilat tem\u00eb ka qen arsimi jan\u00eb nxjerr p\u00ebrfundime me k\u00ebrkesa konkrete drejtuar MASHT-it, Universiteteve, DKA-ve dhe institucioneve t\u00eb tjera arsimore.<\/p>\n<p>Me q\u00ebllim t\u00eb ilustrimit t\u00eb gjendjes aktuale n\u00eb arsim do t\u2019i p\u00ebrmendi edhe disa nga \u00e7\u00ebshtjet q\u00eb d\u00ebshmojn\u00eb p\u00ebr gjendjen e arsimin n\u00eb Kosov\u00eb.<\/p>\n<p>N\u00eb Kosov\u00eb, numri i f\u00ebmij\u00ebve q\u00eb pranohet n\u00ebkopshtet publike \u00ebsht\u00eb i vog\u00ebl. Kopshtet private nuk kontrollohen nga askush.<\/p>\n<p>Vitin shkollor e kan\u00eb filluar me von\u00ebs 13 shkolla p\u00ebr shkak t\u00eb mos p\u00ebrfundimit t\u00eb renovimeve. Mbi 100 nx\u00ebn\u00ebs t\u00eb fshatin Abri t\u00eb Komun\u00ebs s\u00eb Drenasit gjasht\u00eb jav\u00eb nuk i kan\u00eb vijuar m\u00ebsimet p\u00ebr shkak t\u00eb transferimit n\u00eb nj\u00eb shkoll\u00eb tjet\u00ebr.<\/p>\n<p>M\u00ebsimi n\u00eb tri nd\u00ebrrime zhvillohet ende n\u00eb disa shkolla t\u00eb Kosov\u00ebs, kurse mungesa e laborator\u00ebve dhe mjeteve t\u00eb tjera t\u00eb pun\u00ebs \u00ebsht\u00ebs\u00ebmundje kronike e shum\u00eb shkollave tona.<\/p>\n<p>Aktivitetet e lira, mbledhjet me prind, mbledhjet me kujdestar\u00ebt e klasave nuk organizohen nga t\u00eb gjith\u00eb m\u00ebsimdh\u00ebn\u00ebsit.<\/p>\n<p>Ndikimi i politik\u00ebs n\u00eb shkoll\u00eb dhe drejtor\u00ebt pa kompetenca e pa kualifikim adekuat jan\u00eb probleme q\u00eb po ndikojn\u00eb shum\u00eb keq n\u00eb mbar\u00ebvajtjen e m\u00ebsimit.Pun\u00ebsimet pa konkurse, bazuar n\u00eb p\u00ebrkat\u00ebsin partiake ose lidhje familjare nuk kan\u00eb fund.<\/p>\n<p>Kurikula e re ka filluar t\u00eb aplikohet me tekste t\u00eb vjetra shkollore.<\/p>\n<p>Tekstet shkollore ose nuk jan\u00eb t\u00eb p\u00ebrshtatshme ose mungojn\u00eb fare sidomos n\u00eb arsimin profesional.<\/p>\n<p>Tekstet shkollore t\u00eb nx\u00ebn\u00ebsve t\u00eb komunitetit serb, t\u00eb importuara nga Serbia, jan\u00eb n\u00eb kund\u00ebrshtim me Kushtetut\u00ebn e Kosov\u00ebs, ato p\u00ebrve\u00e7 tjerash mbjellin urrejtje nacionale, por askush nuk merret me to.<\/p>\n<p>Askush n\u00ebKosov\u00eb nuk mund t\u00eb jep shifra t\u00eb sakta p\u00ebr numrin e nx\u00ebn\u00ebsve q\u00eb e braktisin shkoll\u00ebn.<\/p>\n<p>P\u00ebrdorimi i l\u00ebnd\u00ebve narkotike n\u00eb shkolla \u00ebsht\u00eb problem q\u00eb nuk po trajtohet seriozisht nga askush.<\/p>\n<p>\/Autori \u00ebsht\u00eb deputet n\u00eb parlamentin e Kosov\u00ebs\/<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Sipas UNICEF-it, n\u00eb vitin 2008n\u00eb Kosov\u00eb, analfabet funksional kan\u00eb qen -62% e qytetar\u00ebve, n\u00eb vitin 2015 \u2013 78%, kurse n\u00eb vitin 2018 jan\u00eb \u2013 83%.
