{"id":39960,"date":"2019-05-18T12:21:59","date_gmt":"2019-05-18T12:21:59","guid":{"rendered":"http:\/\/radiostargjilan.com\/web\/?p=39960"},"modified":"2019-05-18T12:21:59","modified_gmt":"2019-05-18T12:21:59","slug":"levizja-per-drejtesi-kerkon-fushata-vetedijesuese-per-trafik-gjate-muajve-te-veres","status":"publish","type":"post","link":"https:\/\/radiostargjilan.com\/web\/levizja-per-drejtesi-kerkon-fushata-vetedijesuese-per-trafik-gjate-muajve-te-veres\/","title":{"rendered":"L\u00ebvizja P\u00ebr Drejt\u00ebsi k\u00ebrkon fushata vet\u00ebdij\u00ebsuese p\u00ebr trafik gjat\u00eb muajve t\u00eb ver\u00ebs"},"content":{"rendered":"<p>Problematika q\u00eb do shtjellojm\u00eb \u00ebsht\u00eb nj\u00ebra nd\u00ebr sfidat kryesore q\u00eb ka Kosova p\u00ebr t\u00eb zvog\u00ebluar numrin e d\u00ebmeve material dhe jo materiale q\u00eb kan\u00eb nj\u00eb pjes\u00ebmarrje t\u00eb konsiderueshme n\u00eb GDP(\u00ebsht\u00eb nj\u00eb tregues ekonomik q\u00eb paraqet vler\u00ebn me \u00e7mimet e tregut t\u00eb t\u00eb gjitha t\u00eb mirave materiale dhe sh\u00ebrbimeve t\u00eb prodhuara brenda nj\u00eb shteti n\u00eb nj\u00eb periudh\u00eb t\u00eb caktuar) e vendit.<br \/>\nNumri i madh i t\u00eb vdekurve dhe i t\u00eb l\u00ebnduarve r\u00ebnd\u00eb n\u00eb aksidentet e trafikut n\u00eb Kosov\u00eb mund t\u00eb shpjegohet n\u00eb rend t\u00eb par\u00eb si shkak i:<br \/>\n\u00b7 Rritjes s\u00eb vrullshme t\u00eb numrit t\u00eb mjeteve,<br \/>\n\u00b7 P\u00ebrqindjes s\u00eb madhe t\u00eb mjeteve t\u00eb cilat qarkullojn\u00eb n\u00eb gjendje jo t\u00eb rregullt\u00eb teknike,<br \/>\n\u00b7 N\u00eb munges\u00eb t\u00eb inspektimi p\u00ebr funksionalizimin e rrug\u00ebve t\u00eb reja, niveli i gjendjes dhe infrastruktur\u00ebs rrugore jo i duhur, num\u00ebr t\u00eb  pamjaftuesh\u00ebm t\u00eb shenjave t\u00eb trafik, etj.<br \/>\n\u00b7 Mungesa e kultur\u00ebs n\u00eb trafik nga ana e ngas\u00ebsve dhe k\u00ebmb\u00ebsor\u00ebve<br \/>\n\u00b7 Masave t\u00eb dob\u00ebta parandaluese (preventive), vet\u00ebdij\u00ebsuese&#8230; <\/p>\n<p>Prej numrit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb aksidenteve n\u00eb trafik m\u00eb tep\u00ebr se 60% ndodhin gjat\u00eb dit\u00ebs. Sipas disa t\u00eb dh\u00ebnave m\u00eb s\u00eb tep\u00ebrmi aksidente brenda jav\u00ebs ndodhin gjat\u00eb t\u00eb premteve dhe shtunave (n\u00eb fund t\u00eb jav\u00ebs apo ndryshe gjat\u00eb vikendit).<br \/>\nGjat\u00eb vitit, m\u00eb s\u00eb tep\u00ebrmi aksidente n\u00eb trafik ndodhin gjat\u00eb muajve qershor, korrik dhe gusht p\u00ebr shkak t\u00eb fluksit m\u00eb t\u00eb madh t\u00eb njer\u00ebzve n\u00eb sezonin turistik dhe me ardhjen e m\u00ebrgat\u00ebs son\u00eb. <\/p>\n<p>Aksidentet n\u00eb trafik, deri sa vazhdojn\u00eb t\u00eb trajtohen vet\u00ebm si tem\u00eb e diskutimit do t\u00eb p\u00ebrballemi me realitetin e hidhur q\u00eb do t\u00eb rezultoj\u00eb me humbjen e jet\u00ebve t\u00eb njer\u00ebzve n\u00eb trafik dhe d\u00ebmet materiale, t\u00eb cilat ndikojn\u00eb n\u00eb shum\u00eb probleme t\u00eb komplikuara socio-ekonomik.<\/p>\n<p>Gjendja n\u00eb trafikun rrugor n\u00eb periudh\u00ebn kohore t\u00eb regjistruar pas vitit 2004 deri n\u00eb m\u00eb sot tregon nj\u00eb rritje t\u00eb konsiderueshme t\u00eb aksidenteve dhe t\u00eb numrit t\u00eb madh personave t\u00eb l\u00ebnduar. Numri i personave t\u00eb vdekur n\u00eb aksidentet rrugore n\u00eb vitet e fundit sillet n\u00eb nj\u00eb nivel t\u00eb lart\u00eb, mesatare \u00e7do 3 dit\u00eb kemi nj\u00eb humbje fatale-vdekje, njashtu brenda nj\u00eb dite kemi rreth 30 l\u00ebndime dhe 50 aksidente me d\u00ebme materiale. <\/p>\n<p>Nga k\u00ebndv\u00ebshtrimi tjet\u00ebr numri i automjeteve t\u00eb regjistruara \u00ebsht\u00eb af\u00ebr 300 mij\u00eb, ky \u00ebsht\u00eb edhe nj\u00eb tjet\u00ebr  tregues n\u00eb d\u00ebshtimin e politikave q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00ebme zhvillimin e alternativave n\u00eb trafik, transport dhe qytetari mbetet i varur nga veturat personale p\u00ebr q\u00ebllimet e transportit, rritja e p\u00ebrdorimit t\u00eb veturave \u00ebsht\u00eb shkak i aksidenteve.<br \/>\nKy fenomen, k\u00ebrkon mobilizim nacional, gjykim t\u00eb qasjes s\u00eb menaxhimit t\u00eb trafikut, p\u00ebrgjegj\u00ebsi institucionale dhe p\u00ebrkushtim profesional. <\/p>\n<p>Nga hulumtimi i m\u00ebsip\u00ebrm dhe nga rrethanat aktuale n\u00eb vend, del n\u00eb sheshse kultura n\u00eb trafik \u00ebsht\u00eb segmenti q\u00eb vlen t\u00eb investohet, n\u00eb k\u00ebt\u00eb rast fushata vet\u00ebdij\u00ebsuese n\u00eb trafik para dhe gjat\u00eb ver\u00ebs mbetet si mund\u00ebsi p\u00ebr t\u00eb eliminuar aksidentet t\u00eb cil\u00ebt gjat\u00eb k\u00ebtyre viteve, po n\u00eb k\u00ebto muaj kan\u00eb treguar rritje.<br \/>\nSi L\u00ebvizje p\u00ebr Drejt\u00ebsi mendojm\u00eb se \u00e7\u00ebshtja e kultur\u00ebs n\u00eb trafik, k\u00ebrkon p\u00ebrkushtim profesional nga sferat t\u00eb ndryshme. Rezultati i saj \u00ebsht\u00eb afatgjat\u00eb, por arritja deri te rezultati k\u00ebrkon koh\u00eb. Pavar\u00ebsisht saj, masat n\u00eb k\u00ebt\u00eb drejtim mund t\u00eb jen\u00eb edhe afatshkurt\u00ebr, dhe gjith\u00eb kjo mund t\u00eb b\u00ebhet me fushatat t\u00eb ndryshme vet\u00ebdij\u00ebsuese.<br \/>\nNjeriu \u00ebsht\u00eb faktori kryesor i aksidenteve dhe pjes\u00ebmarr\u00ebsi kryesor n\u00eb sigurin\u00eb e trafikut at\u00ebher\u00eb \u00ebsht\u00eb e domosdosh\u00ebm q\u00eb t\u00eb ket\u00eb njohuri m\u00eb t\u00eb zgjeruara sa i p\u00ebrket trafikut rrugor, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb ket\u00eb interesim p\u00ebr respektimin e tyre dhe ti kontribuoj zvog\u00eblimit t\u00eb aksidenteve.<\/p>\n<p>Zhvillimi i nj\u00eb \u201ckulture t\u00eb trafikut\u201d \u00ebsht\u00eb nj\u00eb nd\u00ebr proceset dhe strategjit\u00eb e siguris\u00eb rrugore e cila merr koh\u00ebn m\u00eb t\u00eb gjat\u00eb. Prandaj \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb fillohet me m\u00ebsim t\u00eb f\u00ebmij\u00ebve p\u00ebr ve\u00e7orit\u00eb e siguris\u00eb rrugore nga nj\u00eb mosh\u00eb shum\u00eb e re dhe n\u00eb vazhdim\u00ebsi t\u00eb zgjerohet vet\u00ebdija e tyre gjat\u00eb t\u00ebr\u00eb koh\u00ebs s\u00eb shkollimit t\u00eb tyre e edhe m\u00eb tej. (aktivitete)<br \/>\nN\u00eb k\u00ebt\u00eb rast L\u00ebvizja p\u00ebr Drejt\u00ebsi duke analizuar procesin p\u00ebr sigurimin e patent\u00eb shoferit k\u00ebrkon reformim n\u00eb p\u00ebrmbajtjen trajnimit t\u00eb kandidat\u00ebve. Tani p\u00ebr tani, n\u00eb shumic\u00ebn e auto shkollave gjat\u00eb trajnimeve informacionet nuk rip\u00ebrt\u00ebrihen, u mjaftohen me prezantimin e rregullave. N\u00eb kuad\u00ebr t\u00eb trajnimeve madje as nj\u00eb hap\u00ebsir\u00eb t\u00eb vog\u00ebl nuk u kushtohet r\u00ebnd\u00ebsis\u00eb s\u00eb \u201ckultur\u00ebs s\u00eb trafikut\u201d, n\u00eb munges\u00eb s\u00eb punimeve t\u00eb rip\u00ebrtritura, pra thjesht\u00eb u mjaftohen vet\u00ebm prezantimin e rregullave. Ja q\u00eb vet\u00ebdijesimi nuk ka t\u00eb b\u00ebj\u00eb vet\u00ebm m\u00eb njohjen e rregullave, vet\u00ebdijesimi para se gjithash duhet t\u00eb ngrit nivelin e seriozitetit apo t\u00eb interesimit p\u00ebr t\u00eb respektuar ato rregulla.<\/p>\n<p>N\u00eb fund, si L\u00ebvizje p\u00ebr Drejt\u00ebsi mendojm\u00eb se n\u00eb kuad\u00ebr t\u00eb masave, urgjent\u00eb n\u00eb k\u00ebt\u00eb drejtim duhet t\u00eb jet\u00eb fushata vet\u00ebdij\u00ebsuese p\u00ebr trafik gjat\u00eb muajve t\u00eb ver\u00ebs. Andaj, n\u00eb vazhdim si L\u00ebvizje p\u00ebr Drejt\u00ebsi u propozojm\u00eb k\u00ebto rekomandime:<\/p>\n<p>&#8211; P\u00ebrpilimi i nj\u00eb plani t\u00eb veprimit p\u00ebr fushat\u00ebn vet\u00ebdij\u00ebsuese p\u00ebr trafik gjat\u00eb muajve t\u00eb ver\u00ebs.<br \/>\n&#8211; N\u00eb kuad\u00ebr t\u00eb fushat\u00ebs t\u00eb fillohet nj\u00eb kampanj\u00eb me mjetet e informimit vizual\u00eb, radio, elektronike, me broshura dhe bilborda, n\u00eb pikat kufitare, vendet t\u00eb frekuentuara. Institucionet shtet\u00ebrore duhet t\u00eb prezantojn\u00eb humbjet t\u00eb shkaktuara nga aksidentet, mu me k\u00ebt\u00eb n\u00eb fokus duhet t\u00eb jet\u00eb vet\u00ebdijesimi p\u00ebr t\u00eb ngritur seriozitetin dhe interesimin p\u00ebr t\u00eb respektuar rregullat n\u00eb trafik.<br \/>\n&#8211; Me programe t\u00eb ndryshme edukativo\u2013informative t\u00eb vet\u00ebdijesohen qytetar\u00ebt e posa\u00e7\u00ebrisht vozit\u00ebsit p\u00ebr rolin e tyre n\u00eb parandalimin e aksidenteve t\u00eb cilat ndodhin si pasoj\u00eb e gabimeve t\u00eb tyre.<br \/>\n&#8211; Me fillimin e vitit t\u00eb ri shkollor t\u00eb sensibilizohet \u00e7\u00ebshtja e siguris\u00eb s\u00eb f\u00ebmij\u00ebve n\u00eb trafik duke organizuar or\u00eb edukativo \u2013 arsimore p\u00ebr sjelljen e k\u00ebmb\u00ebsor\u00ebve n\u00eb trafik, m\u00ebsimi sistematik i rregullave t\u00eb trafikut. (me an\u00eb te aktiviteteve)<br \/>\n&#8211; Reformimin n\u00eb trajnime dhe inspektimi rigoroz i auto-shkollave dhe kritereve p\u00ebr marrjen e patent shofer\u00ebve.<br \/>\n\u201cKoncepti i shtetit social p\u00ebr t\u00eb cilin angazhohet L\u00ebvizja p\u00ebr Drejt\u00ebsi me vete e sjell edhe bot\u00ebkuptimin e shtetit dhe shoq\u00ebris\u00eb moderne.
