{"id":51915,"date":"2020-02-11T10:20:44","date_gmt":"2020-02-11T10:20:44","guid":{"rendered":"http:\/\/radiostargjilan.com\/web\/?p=51915"},"modified":"2020-02-11T10:20:44","modified_gmt":"2020-02-11T10:20:44","slug":"shoqerite-civile-ojq-te-sinonim-i-trampolines-per-politik","status":"publish","type":"post","link":"https:\/\/radiostargjilan.com\/web\/shoqerite-civile-ojq-te-sinonim-i-trampolines-per-politik\/","title":{"rendered":"Shoq\u00ebrit\u00eb civile, OJQ-t\u00eb sinonim i trampolin\u00ebs p\u00ebr politik!"},"content":{"rendered":"<p>Shkruan: Flurim Arifi<\/p>\n<p>Nocioni i shoq\u00ebria civile apo shoq\u00ebria qytetare \u00ebsht\u00eb t\u00ebr\u00ebsia e organizatave dhe institucioneve shoq\u00ebrore qytetare vullnetare q\u00eb formojn\u00eb themelin e funksionimit t\u00eb shoq\u00ebris\u00eb si an\u00eb e kund\u00ebrt mb\u00ebshtet\u00ebse e nj\u00eb shteti (pavar\u00ebsisht nga sistemi politik i tij) dhe institucioneve tregtare.<br \/>\nSi shoq\u00ebri civile n\u00ebnkuptohet nj\u00eb pjes\u00eb brenda p\u00ebr brenda nj\u00eb shoq\u00ebrie q\u00eb ka lindur n\u00eb mesin e nj\u00eb sfere shtet\u00ebrore, ekonomike dhe private, si edhe midis shtetit, tregut dhe familjes. Kjo pjes\u00eb njihet si hap\u00ebsir\u00eb publike, e cila sot formohet n\u00ebp\u00ebrmjet nismash, bashk\u00ebsish, lidhjesh, shoqatash dhe nga nj\u00eb num\u00ebr i shumt\u00eb shoq\u00ebrish t\u00eb pavarura nga shteti me trajta dhe nivele organizatash t\u00eb ndryshme.<br \/>\nFal\u00eb tradit\u00ebs dhe p\u00ebrkushtim t\u00eb shteteve t\u00eb zhvilluara me demokraci t\u00eb lart\u00eb, shoq\u00ebrit\u00eb civili kan\u00eb ekzistuar dhe kontribuar n\u00eb shtet nd\u00ebrtimin, zhvillimin, konsolidimin dhe demokratizimin e shoq\u00ebrive t\u00eb ndryshme n\u00ebp\u00ebr bot\u00eb. Roli dhe rend\u00ebsi a shoq\u00ebrive civile, OJQ-ve, mendimit kritik, n\u00eb parim do t\u00eb duhej t\u00eb ishte z\u00ebri i asaj kategorie t\u00eb shoq\u00ebris\u00eb e cila nuk ka mund\u00ebsi direkt t\u00eb shpreh, mbroj apo t\u00eb shpreh t\u00eb drejtat apo lirit\u00eb e tyre t\u00eb garantuar me norma nd\u00ebrkomb\u00ebtare.<br \/>\nFuqizimi i shoq\u00ebris\u00eb civile dhe zgjerimi i ndikimit t\u00eb saj n\u00eb b\u00ebrje t\u00eb politikave ka qen\u00eb nj\u00eb nga synimet kryesore t\u00eb angazhimit nd\u00ebrkomb\u00ebtar n\u00eb Kosov\u00eb q\u00eb nga dit\u00ebt e hershme. Sigurisht, kjo \u00ebsht\u00eb nj\u00eb nga synimet kryesore n\u00eb \u00e7far\u00ebdo agjende t\u00eb nd\u00ebrtimit t\u00eb demokracis\u00eb t\u00eb sponsorizuar nga faktor\u00ebt nd\u00ebrkomb\u00ebtar n\u00eb \u00e7far\u00ebdo rajoni e q\u00eb  \u00ebsht\u00eb n\u00eb tranzicion shtet formues. Arsyetimi p\u00ebr k\u00ebt\u00eb veprim q\u00ebndron n\u00eb besimin se nj\u00eb shoq\u00ebri e gjall\u00eb p\u00ebrfaq\u00ebson nj\u00eb nga faktor\u00ebt e fundit t\u00eb konsolidimit t\u00eb demokracis\u00eb.<br \/>\nN\u00eb Kosov\u00eb t\u00eb regjistruara jan\u00eb m\u00eb shum\u00eb se 9,500 (num\u00ebr n\u00eb rritje) organizata t\u00eb shoq\u00ebris\u00eb civile,  shumica e granteve nga fondet publike vijn\u00eb nga niveli qendror (61.8%), dhe rreth 38.2% nga komunat. Burimet tjera t\u00eb financimit, si donacione nga kompanit\u00eb private, shitja e mallrave dhe sh\u00ebrbimeve, apo t\u00eb hyra nga tarifat e an\u00ebtar\u00ebsis\u00eb mbesin relativisht t\u00eb ul\u00ebta. Duke e patur n\u00eb konsiderat\u00eb numrin kaq t\u00eb madh t\u00eb OJQ-ve dhe buxhetin e tyre q\u00eb arrin n\u00eb miliona brenda vitit, ne do t\u00eb mund t\u00eb shpresonim q\u00eb shoq\u00ebri jon\u00eb n\u00eb p\u00ebrgjith\u00ebsi do t\u00eb duhej t\u00eb zhvillohej n\u00eb at\u00eb shkall\u00eb sa q\u00eb edhe shtete e Unionit Evropiane do t\u00eb na lakmonin demokracin\u00eb ton\u00eb. Por fatkeq\u00ebsisht realiteti \u00ebsht\u00eb i kund\u00ebrt, shumica e OJQ-ve, shoq\u00ebrit\u00eb civile dhe mediat jan\u00eb n\u00eb sh\u00ebrbim t\u00eb grupacioneve, individ\u00ebve, biznesmen\u00ebve etj. (me p\u00ebrjashtime gjithmon\u00eb).<br \/>\nNj\u00eb nd\u00ebr arsyet se pse shoq\u00ebri kosovare ka humbur besim n\u00eb zhvillimin e shtetit dhe  shoq\u00ebris\u00eb son\u00eb  n\u00eb p\u00ebrgjith\u00ebsi, jan\u00eb edhe po k\u00ebto shoq\u00ebri civile, ojq-t\u00eb, mediat, portalet etj., q\u00eb goj\u00ebn e kan\u00eb plot zhvillimi, drejt\u00ebsi, barazi e q\u00eb n\u00eb t\u00eb v\u00ebrtet\u00eb pohojn\u00eb ma shum\u00eb fonde dhe asgj\u00eb ma shum\u00eb.<br \/>\nMos t\u00eb keqkuptohemi, padyshim q\u00eb fajtori kryesor p\u00ebr mos zhvillim t\u00eb shteti ton\u00eb mbetet POLITIKA, por ama edhe k\u00ebta t\u00eb ashtuquajturit shoq\u00ebri civile aty jan\u00eb gjithmon\u00eb p\u00ebrreth politik\u00ebs duke b\u00ebr\u00eb politik, por vet\u00ebm t\u00eb maskuar n\u00ebn petkun e \u2018shoq\u00ebris\u00eb civile\u2019.<br \/>\nP\u00ebr t\u00eb konkluduar, \u00ebsht\u00eb e drejt\u00eb e se cilit q\u00eb t\u00eb merret me politik, dhe me shoq\u00ebri civile, qoj-\u00eb, media, analiza etj., por s\u00eb paku nuk ka nevoj\u00eb q\u00eb t\u00eb maskohemi si t\u00eb pafajshme p\u00ebrball\u00eb ambicieve tona, tek e fundit \u00ebsht\u00eb e drejt e jon\u00eb t\u00eb kemi ambicie.<br \/>\nInspiruar nga dy apo tre p\u00ebrfaq\u00ebsues t\u00eb \u2018shoq\u00ebris\u00eb civile\u2019 t\u00eb zhveshur nga petku i t\u00eb \u2018pafaj\u00ebsis\u00eb\u2019 dhe t\u00eb mb\u00ebshtjell\u00eb n\u00ebn petkun e politik\u00ebs. <\/p>\n<p>Mos u tut, shpreh ambicien t\u00ebnde!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Shkruan: Flurim Arifi Nocioni i shoq\u00ebria civile apo shoq\u00ebria qytetare \u00ebsht\u00eb t\u00ebr\u00ebsia e organizatave dhe institucioneve shoq\u00ebrore qytetare vullnetare q\u00eb formojn\u00eb themelin e funksionimit t\u00eb shoq\u00ebris\u00eb si an\u00eb e kund\u00ebrt mb\u00ebshtet\u00ebse e nj\u00eb shteti (pavar\u00ebsisht nga sistemi politik i tij) dhe institucioneve tregtare.
