K\u00ebshtu mij\u00ebra kontrata, miliona fonde dhe mungesa e besnik\u00ebris\u00eb s\u00eb ish drejtuesve publik\u00eb krijuan kushtet q\u00eb sh\u00ebrbimet publike t\u00eb k\u00ebtyre nd\u00ebrmarrjeve p\u00ebr \u00e7do sezon t\u00eb merrnin goditje derisa shum\u00eb prej tyre mbet\u00ebn pa t\u00eb ardhura dhe me v\u00ebshtir\u00ebsi p\u00ebr t\u00eb paguar vet\u00eb pun\u00ebtor\u00ebt.<\/p>\n<p>Nd\u00ebrmarrjeve tona ua grabit\u00ebn hap\u00ebsir\u00ebn p\u00ebr afariz\u00ebm, duke grumbulluar fitime shpesh jo t\u00eb ligjshme prej tender\u00ebve t\u00eb kurdisur e kontratave t\u00eb d\u00ebmshme, dhe duke krijuar p\u00ebrshtypjen shoq\u00ebrore se enti publik nuk ka mund\u00ebsi t\u00eb operoj\u00eb n\u00eb kushtet e ekonomis\u00eb s\u00eb tregut. <\/p>\n<p>Teksa d\u00ebgjohen me z\u00eb t\u00eb lart\u00eb pretendimet p\u00ebr konkurrenc\u00ebn e lir\u00eb, jemi d\u00ebshmitar\u00eb t\u00eb p\u00ebrdorjes s\u00eb saj si alibi p\u00ebr t\u2019ia marr\u00eb pun\u00ebn nga dora pun\u00ebtorit t\u00eb nd\u00ebrmarrjes publike p\u00ebr ta kthyer at\u00eb n\u00eb nj\u00eb kontrat\u00eb ku gjithnj\u00eb humb nd\u00ebrmarrja publike.<\/p>\n<p>Nj\u00ebjt\u00eb edhe p\u00ebr politik\u00ebn e burimeve njer\u00ebzore, ku ata q\u00eb dinin e guxonin u shtyn\u00eb t\u00eb dalin jasht\u00eb, t\u00eb dor\u00ebzohen, pasivizohen, apo t\u00eb largohen. N\u00eb shum\u00eb raste k\u00ebrkesa p\u00ebr specialist\u00ebt ka qen\u00eb heshtja dhe mospuna e detyruar, ngase produkti potencial i pun\u00ebs s\u00eb tyre \u00ebsht\u00eb llogaritur t\u00eb n\u00ebnkontraktohet nga jasht\u00eb. K\u00ebshtu kemi ardhur n\u00eb situat\u00ebn q\u00eb specialist\u00ebt e fush\u00ebs, kryesisht inxhinieret dhe inxhinier\u00ebt e t\u00eb gjitha fushave t\u00eb gjenden masivish jasht\u00eb enteve publike, duke e privuar publikun nga dobit\u00eb e dijes dhe potencialit t\u00eb tyre.<\/p>\n<p>K\u00ebto kan\u00eb ngjar\u00eb n\u00eb Telekom, Post\u00eb, n\u00eb KEK, n\u00eb gati t\u00eb gjitha nd\u00ebrmarrjet p\u00ebr uj\u00ebsjell\u00ebs e kanalizime, n\u00eb Trep\u00e7\u00eb, Infrakos etj.<\/p>\n<p>Ne jemi t\u00eb vendosur q\u00eb t\u2019i kthejm\u00eb nd\u00ebrmarrjet publike, sipas profilit t\u00eb tyre, nga katandisja n\u00eb k\u00ebrkimin e subvencioneve p\u00ebr \u00e7do muaj, n\u00eb organizma q\u00eb prodhojn\u00eb vler\u00eb t\u00eb shtuar ekonomike e publike.<\/p>\n<p>Andaj si\u00e7 e kemi paraqitur shum\u00eb qart\u00eb besoj, politika jon\u00eb qeveritare ka qen\u00eb:<\/p>\n<p>a.       nd\u00ebrrimi rr\u00ebnj\u00ebsor i m\u00ebnyr\u00ebs s\u00eb drejtimin t\u00eb nd\u00ebrmarrjeve tona t\u00eb cilat ofrojn\u00eb sh\u00ebrbimet jetike p\u00ebr vendin ton\u00eb<\/p>\n<p>b.      largimi i zyrtar\u00ebve q\u00eb me veprimin a heshtjen e tyre e kan\u00eb toleruar nj\u00eb situat\u00eb t\u00eb till\u00eb rr\u00ebnuese p\u00ebr sh\u00ebrbimet publike dhe financat e tyre<\/p>\n<p>c.       \u00c7eljen e rrug\u00ebs me bordet e p\u00ebrkohshme dhe drejtuesit e ri p\u00ebr vendosjen e rregullit, praktikave normale t\u00eb menaxhimit dhe p\u00ebrgatitjen e kushteve p\u00ebr rekrutimin e specialist\u00ebve q\u00eb do t\u2019i drejtojn\u00eb sipas mandatit t\u00eb plot\u00eb ato.<\/p>\n<p>N\u00eb veprimin ton\u00eb p\u00ebr realizimin e k\u00ebtyre synimeve kemi hasur n\u00eb d\u00ebshmi e t\u00eb dh\u00ebna t\u00eb cilat padyshim do t\u00eb paraqiten p\u00ebr n\u00eb organet e hetimit. Kemi hasur po ashtu n\u00eb praktika gati banditeske jasht\u00eb \u00e7do standardi minimal etik q\u00eb domosdoshm\u00ebrisht duhet t\u00eb mbizot\u00ebroj\u00eb n\u00eb institucionet publike. K\u00ebto praktika jan\u00eb shprehur brutalisht k\u00ebto dit\u00ebt e fundit, sikurse n\u00eb rastin e ish kryeshefit t\u00eb Telekomit, cili bashk\u00eb me persona t\u00eb paautorizuar ka nd\u00ebrprer\u00eb pun\u00ebn e bordit t\u00eb p\u00ebrkohsh\u00ebm. Obstruksioni me metoda t\u00eb forc\u00ebs a k\u00ebrc\u00ebnimit ndaj drejtuesve t\u00eb rinj t\u00eb nd\u00ebrmarrjes publike \u00ebsht\u00eb rast p\u00ebr organet e rendit dhe drejt\u00ebsis\u00eb.<\/p>\n<p>Le t\u00eb mos orvatet asnj\u00ebri dhe askush n\u00eb frik\u00ebsimin e l\u00ebre m\u00eb k\u00ebrc\u00ebnimin e an\u00ebtar\u00ebve t\u00eb rinj t\u00eb bordeve ngase do t\u00eb p\u00ebrballet me forc\u00ebn e ligjit, si asnj\u00ebher\u00eb m\u00eb par\u00eb.<\/p>\n<p>Fjala e ministres Hajdari bazuar n\u00eb t\u00eb gjeturat n\u00eb Nd\u00ebrmarrjet Publike: Telekomi, KEK, Ib\u00ebr-Lepenc, Hidroregjioni, Infrakos<\/p>\n<p>Nd\u00ebrmarrja Publike Qnedror \u201cTelekomi i Kosov\u00ebs\u201d Sh. A.<\/p>\n<p>Bordi i p\u00ebrkohsh\u00ebm \u00ebsht\u00eb mb\u00ebshtetur n\u00eb k\u00ebto gjetje n\u00eb vendimet e shkarkimit t\u00eb krye\u00adshefit, z\u00ebvend\u00ebskryeshefave dhe t\u00eb zyrtarit kryesor financiar:<\/p>\n<p> .      Thellimi i humbjeve \u2014 Gjat\u00eb vitit 2018, humbjet e nd\u00ebrmarrjes kan\u00eb qen\u00eb 15,6 milion\u00eb euro. M\u00eb 2019, jan\u00eb regjistruar 23,6 milion\u00eb euro humbje. Pra, humbjet jan\u00eb thelluar p\u00ebr 50 p\u00ebr qind.<\/p>\n<p>\u00b7        Detyrimet n\u00eb rritje \u2014 Detyrimet e nd\u00ebrmarrjes p\u00ebr 2018 kan\u00eb qen\u00eb 50,2 mili\u00adon\u00eb euro, kurse p\u00ebr 2019 detyrimet sillen rreth 72,5 milion\u00ebve. Pra, kemi nj\u00eb rritje prej 16,3 milion\u00ebsh.<\/p>\n<p>Rikujtojm\u00eb gjithashtu:<\/p>\n<p>\u00b7        Problemet me likuiditet \u2014 Nd\u00ebrmarrja ka probleme me likuiditet, q\u00eb \u00ebsht\u00eb r\u00eb\u00adnduar akoma gjat\u00eb pandemis\u00eb. N\u00eb 5\u20136 muajt e fundit, nd\u00ebrmarrja nuk ka arritur t\u00eb paguaj\u00eb me rregull rrogat e pun\u00ebtor\u00ebve.<\/p>\n<p>Kur kemi shkarkuar bordin, kemi p\u00ebrmendur k\u00ebto probleme ky\u00e7e:<\/p>\n<p>\u00b7        Kontrata t\u00eb pafavorshme \u2014 Nd\u00ebrmarrja ka lidhur vazhdimisht kontrata t\u00eb marketingut me portale fiktive ose p\u00ebr shuma t\u00eb paarsyeshme; kontrata t\u00eb ri\u00adshitjes s\u00eb sh\u00ebrbimeve me provizion tejet t\u00eb lart\u00eb, t\u00eb paarsyesh\u00ebm \u2014 q\u00eb kan\u00eb qen\u00eb baz\u00eb p\u00ebr shkarkimin e bordit<\/p>\n<p>\u00b7        Shpenzimet e tep\u00ebrta \u2014 Nd\u00ebrmarrja ka dh\u00ebn\u00eb rroga t\u00eb larta t\u00eb menaxhmentit (pes\u00ebfish rroga e ministrit), nd\u00ebrkoh\u00eb q\u00eb menaxhmenti tashm\u00eb i shkarkuar ka k\u00ebrkuar subvencione p\u00ebr rroga t\u00eb pun\u00ebtor\u00ebve.<\/p>\n<p>\u00b7        Mbipun\u00ebsimi \u2014 Nd\u00ebrmarrja \u00ebsht\u00eb r\u00ebnduar me em\u00ebrime e gradime pa kriter, nepotiz\u00ebm e politizim. Pun\u00ebtor\u00ebt p\u00ebrballen me diskriminim n\u00eb paga.<\/p>\n<p>Nd\u00ebrmarrja Publike Qendrore \u201cKorporata Elektroenergjetike e Kosov\u00ebs\u201d Sh. A.<\/p>\n<p>Bordi i ri ka shkarkuar kryeshefin dhe z\u00ebvend\u00ebskryeshefin. Ka em\u00ebruar ushtrues dety\u00adre t\u00eb kryeshefit z. Luigj Ymeri, drejtor i termocentralit Kosova B. N\u00eb nd\u00ebrmarrje kemi identifikuar k\u00ebto gjetje, p\u00ebr t\u00eb cilat p\u00ebrgjegj\u00ebsin\u00eb e ndajn\u00eb bordi i shkarkuar dhe dy ish-zyrtar\u00ebt e lart\u00eb tashm\u00eb t\u00eb shkarkuar:<\/p>\n<p>\u00b7        Bonuset n\u00eb kund\u00ebrshtim me vendimin e Ministrit \u2014 M\u00eb 2017, ministri i Zhvillimit Ekonomik ka ndaluar dh\u00ebnien e bonuseve p\u00ebr bordet e nd\u00ebrmarrjeve publike. Por bordi i KEK-ut ka vendosur t\u2019i ndaj\u00eb vetes bonuse. P\u00ebr m\u00eb tep\u00ebr, n\u00eb vitin 2019 ka p\u00ebrcaktuar kriteret p\u00ebr t\u2019ia vler\u00ebsuar vetes pun\u00ebn q\u00eb ka b\u00ebr\u00eb m\u00eb 2018. Vendimet e bordit pra jan\u00eb jo vet\u00ebm t\u00eb paligjshme, por t\u00eb turpshme.<\/p>\n<p>\u00b7        Shpenzime t\u00eb paplanifikuara, problemet n\u00eb prokurim \u2014 N\u00eb vazhdim\u00ebsi ka probleme me tender\u00ebt. Nj\u00eb nga shembujt m\u00eb t\u00eb fundit \u00ebsht\u00eb kontrata mbi 1-milion\u00ebshe e skanimit: N\u00eb dhjetor t\u00eb vitit t\u00eb kaluar, KEK-u ka lidhur kontrat\u00eb me vler\u00eb mbi 1 milion euro p\u00ebr t\u00eb digjitalizuar dokumente. Kontrata s\u2019ka qen\u00eb fare e parapar\u00eb n\u00eb planin e biznesit.<\/p>\n<p>\u00b7        Shkeljet n\u00eb pun\u00ebsim<\/p>\n<p>\u25e6     Nepotizmi \u2014 Listat e t\u00eb pun\u00ebsuarve n\u00eb nd\u00ebrmarrje d\u00ebftojn\u00eb p\u00ebr parregullsi dhe nepo\u00adti\u00adz\u00ebm n\u00eb procedura t\u00eb rekrutimit. An\u00ebtar\u00ebt e bordit kan\u00eb arritur t\u00eb pun\u00ebsojn\u00eb t\u00eb af\u00ebr\u00admit e tyre n\u00eb pozita t\u00eb r\u00ebn\u00add\u00eb\u00adsishme n\u00eb menaxhment.<\/p>\n<p>\u25e6     Dyfishimi i pozitave \u2014 P\u00ebr t\u00eb mund\u00ebsuar pun\u00ebsime t\u00eb reja, nd\u00ebrmarrja ka dy\u00adfi\u00adshuar pozitat dhe nj\u00eb\u00adsit\u00eb administrative pa arsye e pa ecuri t\u00eb ligjshme. Jan\u00eb em\u00eb\u00adruar pa konkurs zyrtar\u00eb n\u00eb sa e sa pozita t\u00eb r\u00ebnd\u00ebsishme.<\/p>\n<p>\u25e6     Em\u00ebrimet e gradime t\u00eb parregullta \u2014 P.sh., \u00ebsht\u00eb em\u00ebruar zyrtari i auditi\u00admit t\u00eb brend\u00adsh\u00ebm pa qen\u00eb fare kontabilist i certi\u00adfi\u00adku\u00adar, si\u00e7 k\u00ebrkohet me ligj.<\/p>\n<p>\u25e6     Pun\u00ebsimi i pensionist\u00ebve \u2014 KEK-u ka pun\u00ebsuar kund\u00ebrligjsh\u00ebm persona mbi mosh\u00ebn 65-vje\u00e7are t\u00eb pen\u00adsi\u00ado\u00adnimit dhe i ka mbajtur n\u00eb pun\u00eb p\u00ebr vite t\u00eb t\u00ebra. Rrje\u00addhimisht, ka shkaktuar d\u00ebm q\u00eb kalon vler\u00ebn 270 mij\u00eb euro. Bordi nuk ka nd\u00ebr\u00admarr\u00eb veprime konform ligjit p\u00ebr t\u00eb trajtuar k\u00ebt\u00eb \u00e7\u00ebshtje.<\/p>\n<p>\u25e6     Diskriminimi n\u00eb paga \u2014 Struktura e pagave \u00ebsht\u00eb p\u00ebrpiluar sipas perso\u00adnave, jo pozitave. Ka punonj\u00ebs q\u00eb paguhen dyfish sa eprori.<\/p>\n<p>\u25e6     Keqp\u00ebrdorimet me pagat jubilare \u2014 Nd\u00ebrmarrja nuk u ka paguar puno\u00adnj\u00ebs\u00adve t\u00eb vet pagat jubilare q\u00eb u takojn\u00eb, duke shkaktuar konteste t\u00eb kush\u00adtuesh\u00adme n\u00eb gjy\u00adkata. Por n\u00eb prag t\u00eb zgjedh\u00adje\u00adve, nd\u00ebrmarrja u ka dh\u00ebn\u00eb pag\u00eb jubi\u00adla\u00adre puno\u00adnj\u00ebs\u00adve q\u00eb nuk kan\u00eb pasur k\u00ebt\u00eb t\u00eb drejt\u00eb, dhe k\u00ebshtu ka shkak\u00adtuar padi p\u00ebr diskriminim dhe shpenzime shtes\u00eb t\u00eb pro\u00adcedurave gjyq\u00ebsore.<\/p>\n<p>\u00b7        Keqmenaxhimi i pron\u00ebs dhe shkelje t\u00eb tjera<\/p>\n<p>\u25e6     Vonesat n\u00eb shpron\u00ebsime \u2014 Shkaku i mosveprimit dhe mosbashk\u00ebpunimit me komun\u00ebn, nd\u00ebrmarrja shpron\u00ebson ngastra pasi ato t\u00eb jen\u00eb mbushur me nd\u00ebrtesa spekulative, q\u00eb s\u2019kan\u00eb q\u00ebllim tjet\u00ebr pos t\u00eb p\u00ebrfitojn\u00eb nga kompen\u00adsimi p\u00ebr shpro\u00adn\u00ebsim. Kostoja e shpron\u00ebsimit n\u00eb dy projekte t\u00eb fundit, p\u00ebr sip\u00ebr\u00adfaqe prej rreth 170 hektar\u00ebsh, pritet t\u00eb tejkaloj\u00eb 50 milion\u00eb euro.<\/p>\n<p>\u25e6     Rreziku nga k\u00ebrkesat ligjore \u2014 KEK-u p\u00ebrballet me rreth 20 milion\u00eb euro k\u00ebr\u00adkesa ligjore, si pasoj\u00eb e keq\u00adme\u00adnaxhimit. Nj\u00eb pjes\u00eb e k\u00ebtyre k\u00ebrkesave rrezikojn\u00eb arbitrazhin, q\u00eb mund t\u00eb p\u00ebrcillet me kosto dhe nd\u00ebshkime shtes\u00eb. N\u00eb nj\u00eb tjet\u00ebr rast, nd\u00ebrmarrja nuk ka filluar me koh\u00eb dhe nuk ka vazhduar arbit\u00adra\u00adzhin p\u00ebr borxhin n\u00eb lart\u00ebsi 4,5 milion\u00eb euro q\u00eb nj\u00eb ope\u00adra\u00adtor privat i ka KEK-ut nga viti 2013.<\/p>\n<p>\u25e6     Keqmenaxhimi i financave \u2014 Nd\u00ebrmarrja i \u00ebsht\u00eb detyruar rreth 11 mili\u00adon\u00eb euro nd\u00ebshkime Administrat\u00ebs Tatimore t\u00eb Kosov\u00ebs. 6 milion\u00eb dyshohet se jan\u00eb nd\u00eb\u00adsh\u00adki\u00adme e gjoba vet\u00ebm p\u00ebr shkak t\u00eb moskomunikimit dhe shp\u00ebr\u00adfilljes s\u00eb rasteve prej p\u00ebr\u00adfa\u00adq\u00ebsuesve t\u00eb KEK-ut.<\/p>\n<p>\u25e6     Shpenzime t\u00eb tjera \u2014 Nd\u00ebrmarrja ka bler\u00eb pa nevoj\u00eb mbi 20 vetura, ka paguar p\u00ebr sh\u00ebrbime t\u00eb kontraktuara pa procedura ligjore, dhe ka lidhur kontrata p\u00ebr shit\u00adblerje t\u00eb energjis\u00eb me operator\u00eb q\u00eb dyshohen t\u00eb jen\u00eb rrem\u00eb. N\u00eb fund, u jan\u00eb dh\u00ebn\u00eb bonuse menaxhmentit dhe auditor\u00ebve, si nxitje p\u00ebr t\u00eb mos audituar menaxhmentin.<\/p>\n<p>\u00b7        Aktakuza ndaj drejtorit \u2014 N\u00eb prill 2020, Prokuroria Speciale ka ngritur akt\u00adakuz\u00eb ndaj an\u00ebtarit t\u00eb bordit t\u00eb shkarkuar dhe disa zyrta\u00adr\u00eb\u00adve t\u00eb lart\u00eb t\u00eb KEK-ut p\u00ebr vepr\u00ebn penale keqp\u00ebrdorim i detyr\u00ebs zyr\u00adtare n\u00eb lidhje me pro\u00adn\u00ebn e nd\u00ebr\u00admarrjes. D\u00ebmi i shkaktuar sipas aktakuz\u00ebs \u00ebsht\u00eb rreth 12 milion\u00eb euro.<\/p>\n<p>Nd\u00ebrmarrja Publike Qendrore NPH \u201cIb\u00ebr-Lepenc\u201d Sh.A.<\/p>\n<p>Qeveria ka shkarkuar bordin duke pasur parasysh k\u00ebto gjetje:<\/p>\n<p>\u00b7        Humbjet \u2014 Nd\u00ebrmarrja ka humbje t\u00eb akumuluar prej mbi 45 milion\u00eb eurosh.<\/p>\n<p>\u00b7        Mosrealizimi i projekteve<\/p>\n<p>\u25e6     Nuk \u00ebsht\u00eb realizuar projekti \u201cRiparimi i kanalit kryesor Mihaliq\u2013Besi\u201d.<\/p>\n<p>\u25e6     Nuk \u00ebsht\u00eb realizuar projekti \u201cSanimi i rr\u00ebshqitjes s\u00eb dheut\u201d nga viti 2018. Vlera e kontrat\u00ebs ishte gati 500 mij\u00eb euro.<\/p>\n<p>\u25e6     Qeveria e Kosov\u00ebs ka marr\u00eb 22 milion\u00eb euro kredi p\u00ebr Ib\u00ebr-Lepencin, p\u00ebr t\u00eb mb\u00ebshtetur projektin \u201cSiguria e ujit dhe mbrojtja e kanalit\u201d. Gjat\u00eb tri vjet\u00ebve prej se ka filluar implementimi, jan\u00eb disbursuar vet\u00ebm 2 p\u00ebr qind e mjeteve.<\/p>\n<p>\u00b7        Mbipun\u00ebsimi<\/p>\n<p>\u25e6     Ekspert\u00ebt thon\u00eb se Ib\u00ebr-Lepenci mund t\u00eb operoj\u00eb me m\u00eb pak pun\u00ebtor\u00eb.<\/p>\n<p>\u25e6     M\u00eb 2017, 73 p\u00ebr qind e t\u00eb hyrave jan\u00eb dh\u00ebn\u00eb p\u00ebr paga e m\u00ebditje. Por nd\u00ebr\u00admarr\u00adja ka planifikuar t\u00eb shtoj\u00eb pun\u00ebsimin n\u00eb planin e 2018-t\u00ebs. Pun\u00ebtor\u00ebt e rinj jan\u00eb pun\u00ebsuar m\u00eb 2019.<\/p>\n<p>\u00b7        Nepotizmi \u2014 Pun\u00ebsimi mbi baza familjare dhe lidhje me partit\u00eb politike \u00ebsht\u00eb m\u00eb se i duksh\u00ebm n\u00eb nd\u00ebrmarrje.<\/p>\n<p>Nd\u00ebrmarrja Publike Kompania Rajonale e Uj\u00ebsjell\u00ebsit  \u201cHidroregjoni Jugor\u201d Sh.A.  Prizren<\/p>\n<p>Qeveria ka shkarkuar bordin e k\u00ebsaj nd\u00ebrmarrjeje dhe ka em\u00ebruar nj\u00eb bord t\u00eb p\u00ebrkohsh\u00ebm. Theksojm\u00eb k\u00ebto gjetje:<\/p>\n<p>\u00b7        Opinioni i auditorit \u2014 Gjendja me pasqyrat financiare \u00ebsht\u00eb p\u00ebrkeq\u00ebsuar nga viti n\u00eb vit. Zyra Komb\u00ebtare e Auditimit ka dh\u00ebn\u00eb opinion t\u00eb kualifikuar p\u00ebr vi\u00adtin 2017, q\u00eb dometh\u00ebn\u00eb se pasqyrat financiare kan\u00eb pasur gabime materiale n\u00eb disa as\u00adpekte. ZKA ka dh\u00ebn\u00eb opinion t\u00eb kund\u00ebr p\u00ebr vitin 2018, q\u00eb dometh\u00ebn\u00eb se pas\u00adqy\u00adrat financiare nuk pasqyrojn\u00eb gjendjen e v\u00ebrtet\u00eb n\u00eb t\u00eb gjitha aspektet. P\u00ebr\u00adgjegj\u00ebsia bie drejtp\u00ebrdrejt mbi bor\u00addin e shkarkuar, q\u00eb ka qen\u00eb i em\u00ebruar m\u00eb 2015, ka pranuar pasqyrat financiare dhe nuk ka marr\u00eb masa p\u00ebr t\u00eb adresuar \u00e7\u00ebshtjet.<\/p>\n<p>\u00b7        Shpenzimet e pakontrolluara \u2014 P\u00ebrgjat\u00eb viteve 2016 e 2017, nd\u00ebrmarrja ka shpenzuar rreth 50 p\u00ebr qind m\u00eb shum\u00eb nga \u00e7\u2019ka planifikuar t\u00eb shpenzoj\u00eb. P\u00ebr 2016, s\u2019jan\u00eb planifikuar as 3,5 milion\u00eb euro shpenzime, por jan\u00eb harxhuar mbi 5 milion\u00eb. P\u00ebr 2017, s\u2019jan\u00eb planifikuar as 3,5 milion\u00eb, e jan\u00eb shpenzuar gati 5,4 milion\u00eb euro. Nd\u00ebrmarrja ka planifikuar mbi 8 milion\u00eb shpenzime p\u00ebr 2018-t\u00ebn, shum\u00eb p\u00ebrtej shum\u00ebs s\u00eb planifikuar dhe t\u00eb shpenzuar n\u00eb vitet paraprake. (Raportet e ZKA-s\u00eb)<\/p>\n<p>\u00b7        Mosrealizimi i projekteve \u2014 Donator\u00ebt nd\u00ebrkomb\u00ebtar\u00eb jan\u00eb ankuar vazh\u00addi\u00admisht p\u00ebr pengesa n\u00eb projekte investive p\u00ebr shkak t\u00eb mosbashk\u00ebpunimit t\u00eb me\u00adnaxhmentit. Bordi nuk ka adresuar situat\u00ebn.<\/p>\n<p>\u00b7        Investimet e dyshimta \u2014 Nd\u00ebrmarrja ka dh\u00ebn\u00eb nj\u00eb tender p\u00ebr t\u00eb shpuar puse t\u00eb ujit mes puseve ekzistuese. \u00c7do person laik do t\u00eb mund t\u00eb k\u00ebshillonte nd\u00ebr\u00admarrjen se shpimet e reja nuk do t\u00eb rrisnin sasin\u00eb e ujit q\u00eb mund t\u00eb nxirret. N\u00eb rastin e KRU Hidroregjionit, sasia e ujit q\u00eb nxirret nga k\u00ebto puse ka r\u00ebn\u00eb.<\/p>\n<p>Nd\u00ebrmarrja Publike Qendrore \u201cHekurudhat e Kosov\u00ebs &#8211; Infrakos Sh. Infrakosit i kan\u00eb kushtuar me shum\u00eb se 4 milion\u00eb Euro borgje si: Operatori i Trenave Trainkos, Telekomi i Kosov\u00ebs si dhe furnitor\u00eb tjer\u00eb si\u00e7 jan\u00eb qiramarr\u00ebsit e pronave etj. Po ashtu Infrakosi ka borgje n\u00eb obligime tatimore ndaj Institucioneve t\u00eb shtetit dhe obligime ndaj furnitor\u00ebve tjer\u00eb mbi 2.5 milion\u00eb Euro. Nga Kryeshefi Ekzekutiv z.Agron Thaqi nuk jane marr\u00eb masat e duhura p\u00ebr shlyrjen e k\u00ebtyre borgjeve.<\/p>\n<p>\u201c 5. Shkelje dhe keqp\u00ebrdorime n\u00eb pun\u00ebsime, pun\u00ebsimet nga Kryeshefi Ekzekutiv z.Agron Thaqi, jan\u00eb b\u00ebr\u00eb n\u00eb kund\u00ebrshtim me krijimin e kushteve t\u00eb barabarta p\u00ebr pun\u00eb dhe pun\u00ebsim si; pun\u00ebsimi dhe sistemimi i pun\u00ebmarr\u00ebsve jo sipas merit\u00ebs por sipas lidhjeve miq\u00ebsore e familjare etj. N\u00eb konkursin e fundit t\u00eb dat\u00ebs 16.01.2020 t\u00eb shpallur p\u00ebr pun\u00ebsime (17 pozita), nga Kryeshefi Ekzekutiv z.Agron Thaqi, n\u00eb koh\u00ebn m\u00eb t\u00eb v\u00ebshtir\u00eb financiare t\u00eb Infrakosit, ku Infrakosi nuk ka mjete t\u00eb mjaftueshme p\u00ebr paga p\u00ebr stafin ekzistues e jo m\u00eb t\u00eb pranohen pun\u00ebtor\u00eb t\u00eb tjer\u00eb.<\/p>\n<p>\u201cLista e t\u00eb pun\u00ebsuarve n\u00eb k\u00ebt\u00eb konkurs n\u00eb nd\u00ebrmarrje tregon p\u00ebr parregullsi dhe nepotiz\u00ebm, n\u00eb procedura t\u00eb rektutimit, ku zyrtar\u00ebt e Infrakosit kan\u00eb arritur t\u00eb pun\u00ebsojn\u00eb t\u00eb af\u00ebrmit e tyre, p\u00ebr t\u00eb mund\u00ebsuar pun\u00ebsime t\u00eb reja. Kryeshefi Ekzekutiv z.Agron Thaqi, gjat\u00eb rekrutimit e ka rritur numrin e pozitave pas dat\u00ebs s\u00eb  konkursit, pa arsye dhe pa ecuri ligjore nga 17 pozita sa kan\u00eb qen\u00eb n\u00eb konkurs, n\u00eb fund t\u00eb rekrutimit i ka pranuar n\u00eb pune 27 pozita.
