Sado e pakuptimt\u00eb si ide, e pap\u00ebrpunuar dhe pa asnj\u00eb lidhm\u00ebri me synimet e deklaruara, megjithat\u00eb e nj\u00ebjta u prezantua si mas\u00eb e r\u00ebnd\u00ebsishme e qeveris\u00eb jolegjitime. Plasimi i ides\u00eb pa asnj\u00eb analiz\u00eb dhe asnj\u00eb dakordim u v\u00ebrejt\u00eb q\u00eb n\u00eb start; n\u00eb fillim u tha q\u00eb qytetar\u00ebt do t\u00eb t\u00ebrheqin deri n\u00eb 20% t\u00eb kursimeve t\u00eb tyre n\u00eb dy rata, e kjo pastaj do t\u00eb kompensohej nga qeveria (pas tri, pas pes\u00eb apo pas tri deri n\u00eb pes\u00eb vite), pastaj u tha vet\u00ebm 10%; p\u00ebr t\u00eb modifikuar pastaj me p\u00ebrshkall\u00ebzimin e shumave q\u00eb do t\u00eb kompensoheshin nga qeveria. Jo edhe q\u00eb luan ndonj\u00eb rol mungesa e analiz\u00ebs dhe dakordimit, por kjo m\u00eb tep\u00ebr si indikator i fuqish\u00ebm i demonstrimit t\u00eb pafuqis\u00eb dhe padijes s\u00eb k\u00ebsaj qeverie ilegjitime; pafuqia e s\u00eb cil\u00ebs m\u00eb s\u00eb miri u shp\u00ebrfaq\u00eb me zhvendosjen e shpejt\u00eb t\u00eb Kosov\u00ebs nga lista e vendeve m\u00eb t\u00eb suksesshme n\u00eb luftimin e pandemis\u00eb n\u00eb top list\u00ebn e vendeve m\u00eb t\u00eb rrezikuara nga rip\u00ebrhapja e pakontrolluar e virusit.<\/p>\n<p>M\u00eb posht\u00eb dua t\u00eb radhis\u00eb disa argumentime q\u00eb e devalvojn\u00eb komplet iden\u00eb e shfryt\u00ebzimit t\u00eb mjeteve t\u00eb trustit pensional n\u00eb p\u00ebrballjen me pasojat e pandemis\u00eb:<\/p>\n<p>1. Mjetet e deponuara n\u00eb llogarit\u00eb e trustit pensional derdhen n\u00eb llogari individuale dhe menaxhohen nga nj\u00eb institucion apo fond, t\u00eb cilin ligji e klasifikon si person juridik t\u00eb pavarur. Pra jan\u00eb mjete personale t\u00eb qytetar\u00ebve e q\u00eb menaxhohen nga nj\u00eb fond krejt\u00ebsisht i pavarur nga qeveria. Rrjedhimisht t\u00eb fus\u00ebsh duart n\u00eb mjetet e fondit \u00ebsht\u00eb ngjash\u00ebm me futjen e duarve n\u00ebp\u00ebr xhepat privat t\u00eb qytetar\u00ebve. K\u00ebta t\u00eb dyt\u00ebt njihen anek\u00ebnd me emrin hajdut\u00eb. Bazamenti i funksionimit t\u00eb k\u00ebtyre llogarive dhe k\u00ebsaj forme t\u00eb mbulimit t\u00eb kostos s\u00eb pleq\u00ebris\u00eb q\u00ebndron n\u00eb besimin e qytetar\u00ebve q\u00eb mjetet jan\u00eb t\u00eb tyre dhe q\u00eb askush (madje as qeveria) nuk mund t\u00eb sh\u00ebrbehet me to p\u00ebr t\u00eb zgjidhur problemet e saj.<\/p>\n<p>2. Qeveria ka deklaruar se synon ta p\u00ebrdor\u00eb k\u00ebt\u00eb instrument p\u00ebr ta rritur k\u00ebrkes\u00ebn agregate n\u00eb vend. Duke qen\u00eb se trusti ka n\u00eb dispozicion diku 2 miliard\u00eb euro, hapja e mund\u00ebsis\u00eb q\u00eb qytetar\u00ebt t\u00eb t\u00ebrheqin 10% t\u00eb kursimeve do t\u00eb mund\u00ebsonte futjen graduale n\u00eb treg t\u00eb nj\u00eb maksimumi prej 200 milion\u00eb eurove. Bashk\u00eb me premtimin q\u00eb pastaj kjo shum\u00eb do t\u00eb kthehej n\u00eb llogarit\u00eb individuale pas tre apo pes\u00eb vjet\u00ebve, kjo mund\u00ebsi n\u00eb fakt p\u00ebrb\u00ebn rritje t\u00eb menj\u00ebhershme t\u00eb borxhit publik prej 3% t\u00eb GDP-s\u00eb apo 200 milion\u00eb eurove shtes\u00eb. Krahas huazimeve shtes\u00eb p\u00ebr t\u00eb financuar pakon emergjente dhe at\u00eb fiskale, borxhi publik do t\u00eb rritej me nj\u00eb rit\u00ebm t\u00eb shpejt\u00eb dhe t\u00eb panevojsh\u00ebm.<\/p>\n<p>3. Sipas statistikave t\u00eb trustit pensional t\u00eb Kosov\u00ebs, Brenda k\u00ebtij institucioni ekzistojn\u00eb af\u00ebrsisht 630.000 llogari t\u00eb hapura, edhe pse gati gjysma e tyre momentalisht jan\u00eb joaktive. Nga k\u00ebto 630.000 llogari, mbi 80% e tyre apo rreth 503.000 llogari disponojn\u00eb vet\u00ebm me mesatarisht 1.100 euro kursime (dikur 300.000 i kan\u00eb n\u00eb mesatare m\u00eb pak 400 euro). Kjo n\u00ebnkupton q\u00eb diku 500.000 individ\u00eb do t\u00eb p\u00ebrfitoin\u00eb m\u00eb pak se 110 euro nga kjo mas\u00eb (kurse 300.000 prej tyre n\u00eb mesatare vet\u00ebm 35 euro). Se si mendon qeveria t\u00eb rrit\u00eb k\u00ebrkes\u00ebn agregate me k\u00ebt\u00eb injeksion, mbetet t\u00eb argumentohet. Poashtu mbetet t\u00eb shihet se si do t\u00eb menaxhonte trusti kompletimin e mbi 600.000 transfereve me m\u00eb pak se 30 pun\u00ebtor\u00eb \u00ebsht\u00eb problem i radh\u00ebs. Problemi b\u00ebhet edhe m\u00eb i theksuar n\u00eb drit\u00ebn e shtytjes p\u00ebr k\u00ebrkes\u00ebn agregate n\u00ebse kjo e drejt\u00eb i mohohet atyre q\u00eb kan\u00eb m\u00eb shum\u00eb se 10.000 euro t\u00eb grumbulluara, meq\u00eb kjo \u00ebsht\u00eb kategoria e cila mbase do t\u00eb ndikonte n\u00eb rritjen e k\u00ebrkes\u00ebs agregate. <\/p>\n<p>4. Problemet dhe informatat e paraqitura m\u00eb lart\u00eb tregojn\u00eb q\u00eb kjo mas\u00eb mund t\u00eb ket\u00eb efekt popullist (mbase n\u00eb mas\u00eb t\u00eb madhe p\u00ebr shkak se mbi 90% e qytetar\u00ebve nuk e kan\u00eb iden\u00eb se sa mjete i kan\u00eb t\u00eb akumuluara n\u00eb trust), por assesi jo n\u00eb rritjen e k\u00ebrkes\u00ebs agregate. P\u00ebr m\u00eb tep\u00ebr, nj\u00eb intervenim i till\u00eb do t\u00eb ishte nd\u00ebrhyrja m\u00eb regresive e miistris\u00eb n\u00eb ekonomi, meq\u00eb pjesa d\u00ebrmuese e pronar\u00ebve t\u00eb llogarive bankare do t\u00eb p\u00ebrfitonin shum\u00eb pak, e pjesa m\u00eb e madhe e qytetar\u00ebve nuk do t\u00eb p\u00ebrfitonin aspak. P\u00ebrfituesit kryesor (n\u00eb rast se lejohen t\u00eb t\u00ebrheqin mjetet e tyre) do t\u00eb ishin ato kategori q\u00eb kan\u00eb paga t\u00eb larta dhe rrjedhimisht kan\u00eb akumuluar shuma m\u00eb t\u00eb m\u00ebdha n\u00eb llogarit\u00eb e tyre individuale. Sado paradoksale q\u00eb duket, kjo ide e \u201cakademik\u00ebve\u201d n\u00eb rrafshin ekonomik \u00ebsht\u00eb edhe m\u00eb inferiore se margaritari i propozuar nga AAK (margaritar sepse k\u00ebrkon 0% analiz\u00eb dhe 0% njohuri ekonomike) p\u00ebr ndarjen e nj\u00eb shum\u00eb fikse prej 100 eurosh p\u00ebr secilin qytetar\u00eb. Madje edhe kjo (anti)mas\u00eb do t\u00eb prodhonte efekt m\u00eb t\u00eb ndjesh\u00ebm n\u00eb ekonomi se ideja \u201cakademike\u201d e keqp\u00ebrdorimit t\u00eb trustit.<\/p>\n<p>5. K\u00ebrkesa agregate \u00ebsht\u00eb me p\u00ebrfitim p\u00ebr ekonomin\u00eb vet\u00ebm n\u00ebse proporcioni i art\u00eb i k\u00ebsaj rritje kanalizohet drejt prodhimeve vendore. P\u00ebr t\u00eb mund\u00ebsuar k\u00ebt\u00eb ndikim, nd\u00ebrhyrja e qeveris\u00eb do t\u00eb duhej t\u00eb orientohet drejt atyre amvis\u00ebrive q\u00eb mbiproporcionalisht konsumojn\u00eb prodhime vendore (e q\u00eb n\u00eb rastin e Kosov\u00ebs n\u00ebnkupton prodhime bazike). N\u00eb k\u00ebt\u00eb kontekst, p\u00ebrdorimi i databaz\u00ebs apo mostr\u00ebs s\u00eb trustit pensional \u00ebsht\u00eb n\u00eb versionin m\u00eb optimal i gabuesh\u00ebm. Databaza tjera si psh. ajo e regjistrit t\u00eb t\u00eb papun\u00ebse, p\u00ebrfituesve t\u00eb ndihmave sociale, apo pensioneve bazike jan\u00eb shum\u00eb m\u00eb t\u00eb p\u00ebrdorueshme dhe m\u00eb me lev\u00ebrdi p\u00ebr prodhuesit vendor.<\/p>\n<p>6. Promovimi i ides\u00eb s\u00eb p\u00ebrdorimit t\u00eb nj\u00eb pjese t\u00eb kursimeve pensionale i ngjan\u00eb nj\u00eb mashtrimi optik. Qeveria n\u00eb fakt po i thot\u00eb qytetar\u00ebve, merrni ju mjetet e kursimeve pensionale, e un\u00eb pastaj pas tri viteve i kthej n\u00eb llogarit\u00eb tuaja t\u00eb nj\u00ebjtat. Ky kthim do t\u00eb ishte i mundsh\u00ebm vet\u00ebm n\u00eb ndoj\u00ebrin nga k\u00ebto tri versione (ose kombinim i tyre): ulja e shpenzimeve publike, rritja e tatimeve, apo rritja  borxhit publik). N\u00eb rastin e Kosov\u00ebs, me siguri se \u00ebsht\u00eb menduar opsioni i tret\u00eb. Por pse do t\u00eb ishte ky nj\u00eb mashtrim optik? Fillimisht qeveria po i ofron qytetar\u00ebve shfryt\u00ebzimin e mjeteve nga llogarit\u00eb individuale (q\u00eb jan\u00eb private) duke u premtuar q\u00eb t\u00eb nj\u00ebjtat do t\u2019i kompensoj\u00eb duke i marr\u00eb n\u00eb t\u00eb ardhmen s\u00ebrish nga i nj\u00ebjti qytetar\u00eb ( nj\u00eb lloj zhvendosjeje inter-temporale e konsumit nga e ardhmja n\u00eb t\u00eb tashmen). S\u00eb dyti qeveria po u thot\u00eb qytetar\u00ebve q\u00eb mund t\u00eb p\u00ebrdorin kursimet e tyre (q\u00eb kan\u00eb nj\u00eb kthim solid n\u00eb baza vjetore) dhe n\u00eb k\u00ebmbim do t\u00eb marrin obligimin q\u00eb n\u00eb vend t\u00eb kthimit t\u00eb paguajn\u00eb interesin (kamat\u00ebn) p\u00ebr borxhin e shtuar publik. Dhe s\u00eb treti qeveria po premton di\u00e7ka q\u00eb assesi nuk mund ta p\u00ebrmbush, meq\u00eb gjasat q\u00eb kjo qeveri t\u00eb jet\u00eb n\u00eb detyr\u00eb pas tri apo pes\u00eb vjet\u00ebve \u00ebsht\u00eb inekzistente. \u00c7ka n\u00ebse qeveria e radh\u00ebs vendos\u00eb t\u00eb injoroj\u00eb k\u00ebt\u00eb vendim, me arsyetimin se nuk e ka nd\u00ebrmend t\u00eb financoj\u00eb manipulimet p\u00ebr interes politik t\u00eb ish qeveris\u00eb. Ku do t\u2019i k\u00ebrkonin qytetar\u00ebt mjetet e tyre n\u00eb k\u00ebt\u00eb rast?<\/p>\n<p>7.
