Miratimi i programit qeveris\u00ebs  2021-2025  po cil\u00ebsonet i mang\u00eb dhe i pa elaboruar mir\u00eb, m\u00ebnyr\u00eb e implementimit praktik. <\/p>\n<p>Projeksionet e k\u00ebtij programi t\u00eb orientuara n\u00eb rritje dhe zhvillim ekonomik  me shum\u00eb shihen si synime sesa realizime  praktike e me rezultate t\u00eb prekshme p\u00ebr qytetar\u00ebt. Mb\u00ebshtetja e zhvillimit ekonomik tek NVM-t\u00eb karakterizohet me shum\u00eb mang\u00ebsi n\u00eb interpretjm gj\u00eb q\u00eb n\u00eb t\u00eb v\u00ebrtet\u00eb krijon konfuzitet rreth orientimit ekonomik q\u00eb do ta k\u00ebt\u00eb Kosova. Zhvillimi i mir\u00ebfillt i mb\u00ebshtetur n\u00eb nd\u00ebrmarr\u00ebsi do t\u00eb b\u00ebh\u00ebt vet\u00ebm n\u00ebse paraprakisht fuqizojm k\u00ebt\u00eb sektor, rrisim konkurrueshm\u00ebrin\u00eb, funksionalizojm ekonomin\u00eb e tregut e m\u00eb pastaj nd\u00ebrmarrje e veprime tjera institucionale p\u00ebrmes  ofrimit t\u00eb nj\u00eb pako ligjore q\u00eb nuk ngulfat, por mund\u00ebson rregulla t\u00eb njejta t\u00eb loj\u00ebs p\u00ebr t\u00eb gjith\u00eb.<\/p>\n<p> Krijimi i fondit sovran i cili merr n\u00ebn kontroll gjitha asete strategjike  krijon monopolizim t\u00eb nj\u00eb sistemi t\u00eb kapitalizmit t\u00eb kontrolluar dhe si i till\u00eb &#8220;g\u00eblltit&#8221; t\u00eb gjitha nd\u00ebrmarrjet tjera gj\u00eb q\u00eb shihet si problematik\u00eb tep\u00ebr e madhe n\u00eb k\u00ebt\u00eb raport. Fondi zhvillimor q\u00eb pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb mjeteve sipas k\u00ebtyre projeksioneve do ta p\u00ebrbejn mjetet e privatizimit dhe kontibutet e bashkatdhetar\u00ebve e q\u00eb esenc\u00eb ka p\u00ebr qellimi  ofrimin e ndihm\u00ebs p\u00ebr bizneset dhe nd\u00ebrmarrjet e reja p\u00ebr t\u00eb rrituar kapcitetet e tyre. \u00cbsht\u00eb i varf\u00ebr p\u00ebr nga  m\u00ebnyra se si do t\u00eb alokohen k\u00ebto mjete dhe p\u00ebrdorimi i mekanizmave dhe instrumenteve q\u00eb do ta mund\u00ebsoj funksionalizmin e k\u00ebtij fondi. N\u00eb kontekst t\u00eb promovimit dhe t\u00ebrheqjes se investimeve t\u00eb huaj p\u00ebrpos disa stimujve nuk \u00ebsht\u00eb parapar\u00eb m\u00ebnyr\u00eb e komunikimit me k\u00ebta investitor.<\/p>\n<p> Strategjia e promovimit t\u00eb mjedis kosovar si mjedis i sigurt p\u00ebr investime, fomimi i grupeve t\u00eb ekspert\u00ebve (lobist\u00ebve) p\u00ebr promovim, identifikimi i potencialeve  n\u00ebp\u00ebr sektor\u00eb ekonomik ku duhet t\u00eb investohet, koordinimi nd\u00ebr institucional n\u00eb p\u00ebrmir\u00ebsimin e vazhduesh\u00ebm p\u00ebr rritjen e atraktivitetit promovues t\u00eb mjesidit kosovar. Politika sociale  e filluar me nj\u00eb ristrukturim t\u00eb skemave sociale dhe atyre pensionale m\u00eb shum\u00eb ngjason me ideologjin\u00eb q\u00eb p\u00ebrfaq\u00ebson kjo qeveri,  \u00e7\u00ebshtje t\u00eb elaboruar n\u00eb aspektin sip\u00ebrfaq\u00ebsor, por pa ndonj\u00eb efekt p\u00ebrmbajt\u00ebsor n\u00eb  ofrimin e zgjidhjeve racionale p\u00ebr k\u00ebto kategori sociale.
