N\u00eb vitin 2002 Kosova e ka pas numrin m\u00eb t\u00eb vog\u00ebl t\u00eb student\u00ebve p\u00ebr kok\u00eb banori n\u00eb regjion, tani Kosova z\u00ebn\u00eb vendin e par\u00eb n\u00eb Evrop\u00eb me student p\u00ebr kok\u00eb banori. Sot Kosova i ka rreth 6600 student n\u00eb nj\u00ebqindmij\u00eb banor.<\/p>\n

Sikur rritjen e numrit t\u00eb institucioneve t\u00eb arsimit t\u00eb lart dhe rritjen e numrit t\u00eb student\u00ebve ta p\u00ebrcillte edhe rritja e buxhetit dhe t\u2019i paraprinte nj\u00eb organizim i mir\u00eb, sigurisht q\u00eb efektet e k\u00ebsaj rritjeje dhe t\u00eb shiheshin edhe n\u00eb zhvillimin ekonomik t\u00eb vendit.<\/p>\n

Kjo do t\u00eb ishte nj\u00eb arritje shum\u00eb e r\u00ebnd\u00ebsishme sikur rritja t\u00eb b\u00ebhej me kritere dhe procedura p\u00ebrmes t\u00eb cilave kalojn\u00eb zakonisht institucionet e arsimit n\u00eb vendet ku arsimimit t\u00eb gjeneratave t\u00eb reja ju qasen seriozisht.<\/p>\n

K\u00ebt\u00eb rritje t\u00eb hovsh\u00ebm t\u00eb institucioneve t\u00eb arsimit dhe t\u00eb numrit t\u00eb student\u00ebve, nuk e ka p\u00ebrcjell zhvillimi ekonomik q\u00eb zakonisht ndodh n\u00eb vendet ku investohet n\u00eb arsim p\u00ebr nx\u00ebnien e dijes, sepse te ne hapja e kolegjeve private synim par\u00ebsor e kan\u00eb p\u00ebrfitimin material e universitetet publike hapen n\u00eb koh\u00eb t\u00eb zgjedhjeve.<\/p>\n

Fatkeq\u00ebsisht kjo rritje i hovsh\u00ebm \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb form\u00eb t\u00eb fushat\u00eb, n\u00eb fushata elektorale, shpesh jo p\u00ebr t\u00eb fituar dije por p\u00ebr t\u00eb fituar vota, para dhe qet\u00ebsi sociale, k\u00ebto p\u00ebrfitime t\u00eb p\u00ebrkohshme t\u00eb individ\u00ebve t\u00eb caktuar dhe klaneve, fatkeq\u00ebsisht po sjellin pasoja t\u00eb r\u00ebnda, afatgjata p\u00ebr vendin.<\/p>\n

Nuk mund t\u00eb pritet cil\u00ebsi dhe as zhvillim ekonomik n\u00eb nj\u00eb vend ku nj\u00eb m\u00ebsimdh\u00ebn\u00ebs \u00ebsht\u00eb i angazhuar n\u00eb pes\u00eb universitete e i ligj\u00ebron pes\u00ebmb\u00ebdhjet\u00eb l\u00ebnd\u00eb. Ku nj\u00eb m\u00ebsimdh\u00ebn\u00ebs p\u00ebr nj\u00eb afat i noton me mija student ose n\u00ebnshkruan qindra diploma fakulteti. Ku n\u00eb pes\u00ebdhjet\u00eb student \u00ebsht\u00eb i angazhuar vet\u00ebm nj\u00eb m\u00ebsimdh\u00ebn\u00ebs.<\/p>\n

P\u00ebrkund\u00ebr rritjes s\u00eb madhe t\u00eb universiteteve e kolegjeve dhe numrit t\u00eb student\u00ebve n\u00eb k\u00ebto institucione, shkollimi i lart \u00ebsht\u00eb n\u00eb gjendje t\u00eb r\u00ebnd. Shkollimin e lart gjat\u00eb 15 viteve t\u00eb fundit e kan\u00eb p\u00ebrcjell shum\u00eb dob\u00ebsi.<\/p>\n

Nj\u00ebri nga faktor\u00ebt e r\u00ebnd\u00ebsish\u00ebm q\u00eb ka ndikuar q\u00eb arsimi i lart n\u00eb Kosov\u00eb t\u00eb bije n\u00eb k\u00ebt\u00eb gjendje t\u00eb r\u00ebnd \u00ebsht\u00eb shkelja e ligjeve, kritereve dhe procedurave n\u00eb fuqi dhe mungesa e masave parandaluese nga kompetent\u00ebt si dhe mungesa e nd\u00ebshkimeve kund\u00ebr atyre q\u00eb nuk i respektojn\u00eb ligjet n\u00eb fuqi. Pasoja e mos respektimit t\u00eb ligjshm\u00ebris\u00eb n\u00eb fush\u00ebn e arsimit t\u00eb lart jan\u00eb t\u00eb shumta, me k\u00ebt\u00eb rast po i p\u00ebrmend disa prej tyre.<\/p>\n

Cil\u00ebsia e ul\u00ebt, q\u00eb vjen si pasoj e munges\u00ebs s\u00eb kushteve t\u00eb nevojshme t\u00eb pun\u00ebs por edhe nj\u00eb pjese t\u00eb kuadrit t\u00eb pa kualifikuar, q\u00eb jan\u00eb angazhuar n\u00eb procesin m\u00ebsimor n\u00eb kund\u00ebrshtim me ligjet dhe kriteret n\u00eb fuqi.
\nMungesa e vler\u00ebsimit t\u00eb drejt dhe me kriter t\u00eb dij\u00ebs s\u00eb student\u00ebve.
\nMos harmonizimi i programeve t\u00eb akredituara me nevoj\u00ebn e tregut t\u00eb pun\u00ebs.
\nAkreditimi i programeve edhe n\u00eb rastet kur nuk plot\u00ebsohen kriteri minimal i kuadrit me grada shkencore t\u00eb parapara me akte ligjore dhe kritereve t\u00eb tjera.
\nRegjistrim i numrit t\u00eb student\u00ebve p\u00ebrtej numrit t\u00eb lejuar.
\nAkreditim i programeve t\u00eb nj\u00ebjta n\u00eb shum\u00eb universitete dhe kolegje.
\nShkelje dhe korrupsionit gjat\u00eb pranimit n\u00eb pun\u00eb t\u00eb kuadrit m\u00ebsimor, pranimit t\u00eb student\u00ebve n\u00eb studime dhe vler\u00ebsimit t\u00eb dij\u00ebs s\u00eb tyre t\u00eb fituar gjat\u00eb studimeve.
\nFalsifikim i diplomave t\u00eb disa institucioneve t\u00eb arsimit t\u00eb lart.
\nParregullsit\u00eb n\u00eb pun\u00ebn e Agjencis\u00eb s\u00eb Akreditimit.
\nMungesa e kontrollit t\u00eb t\u00eb gjitha proceseve q\u00eb ndodhin n\u00eb institucionet e arsimit t\u00eb lart.
\nMungesa e institucionit t\u00eb p\u00ebrgjegj\u00ebsis\u00eb dhe n\u00eb rastet kur identifikohen shkeljet e ligjit, kritereve, procedurave dhe shkeljeve t\u00eb tjera.
\nN\u00eb vijim po i p\u00ebrmend disa shkelje konkrete q\u00eb jan\u00eb evidentuar n\u00eb arsimin e lart n\u00eb Kosov\u00eb nga individ dhe organizata, t\u00eb cilat i kan\u00eb informuar me shkrim an\u00ebtar\u00ebt e Komisionit Parlamentar t\u00eb Arsimit. Sipas k\u00ebtyre informatave:<\/p>\n

N\u00eb shum\u00eb fakultete po hapen programe t\u00eb pa akredituara.
\nAn\u00ebtar\u00ebt e K\u00ebshillit t\u00eb Lart t\u00eb Akreditimit, jan\u00eb t\u00eb angazhuar n\u00eb kolegjet Private si m\u00ebsimdh\u00ebn\u00ebs, edhe pse nj\u00eb gj\u00eb e till\u00eb paraqet konflikt interesi, nuk \u00ebsht\u00eb nd\u00ebrmarr asnj\u00eb hap\u00eb nga kompetent\u00ebt p\u00ebr pengimin e k\u00ebsaj dukurie.
\nN\u00eb universitetet dhe kolegjet n\u00eb Kosov\u00eb jan\u00eb identifikuar, 178 profesor q\u00eb dhe punojn\u00eb pa diploma t\u00eb nostrifikuara. 56 profesor q\u00eb punojn\u00eb pa diploma fare.
\nKa raste kur asistent\u00ebt mbajn\u00eb m\u00ebsim edhe pse kjo \u00ebsht\u00eb e jasht\u00eb ligjshme.
\nKa shum\u00eb raste kur profesor\u00ebt krijojn\u00eb marr\u00ebdh\u00ebnie pune pa konkurs.
\nEdhe pse me ligj parashihet q\u00eb Universitetet dhe kolegjet duhet ta ken\u00eb s\u00eb paku 50% t\u00eb stafit n\u00eb marr\u00ebdh\u00ebnie t\u00eb rregullt pune, shum\u00eb prej tyre nuk e p\u00ebrmbushin k\u00ebt\u00eb kusht.
\nBazuar n\u00eb informatat q\u00eb jan\u00eb sjell\u00eb n\u00eb Komisionin Parlamentar t\u00eb Arsimit nga nj\u00eb Ish\u00eb-minist\u00ebr i Arsimit, n\u00eb nj\u00ebrin nga Universitetet publike n\u00eb periudh\u00ebn 24 dhjetor 2014 \u2013 9 korrik 2016 jan\u00eb shpall 6 konkurse n\u00eb t\u00eb cilat jan\u00eb k\u00ebrkuar gjithsej 206 m\u00ebsimdh\u00ebn\u00ebs dhe 51 asistent\u00eb, kurse jan\u00eb pranuar vet\u00ebm 14 m\u00ebsimdh\u00ebn\u00ebs dhe 9 asistent\u00eb. N\u00eb m\u00ebnyr\u00eb t\u00eb paligjshme jan\u00eb pranuar 152 m\u00ebsimdh\u00ebn\u00ebs dhe 34 asistent.
\nAuditori i brendsh\u00ebm i k\u00ebti universiteti ka konstatuar se:\u201dN\u00eb procesin e regrutimit ka shum\u00eb parregullsi, nd\u00ebr t\u00eb tjerat\u2026 nuk jan\u00eb thirrur n\u00eb testim kandidat\u00ebt q\u00eb i plot\u00ebsojn\u00eb kushtet e konkursit.<\/p>\n

\u2026n\u00eb dosjet e stafit akademik jan\u00eb gjetur shum\u00eb parregullsi\u2026 gradimet e personelit akademik nuk jan\u00eb konform kualifikimeve dhe p\u00ebrvojave relevante p\u00ebr ato pozita\u2026\u201d Situata nuk ndryshon shum\u00eb as n\u00eb institucionet tjera t\u00eb arsimit t\u00eb lart.<\/p>\n

Shkelje serioze paraqet edhe mos kompletimi i Komisioni t\u00eb nostrifikimi, aktualisht jan\u00eb 7 an\u00ebtar kurse duhet t\u00eb jen\u00eb 9 an\u00ebtar\u00eb.
\nN\u00eb kolegjet private, \u00ebsht\u00eb b\u00ebr\u00eb tradit\u00eb q\u00eb regjistrimi i student\u00ebve t\u00eb vazhdon gjat\u00eb t\u00ebr\u00eb semestrit vjeshtor.
\nOrganizata p\u00ebr rritjen e cil\u00ebsis\u00eb n\u00eb arsim pas hulumtimit q\u00eb i ka b\u00ebr\u00eb n\u00eb UP, p\u00ebr 61 profesor\u00ebt q\u00eb jan\u00eb n\u00eb pozita udh\u00ebheq\u00ebse ka konstatuar se: 49% e tyre ose 30 nga 61 m\u00ebsimdh\u00ebn\u00ebs t\u00eb ( staf akademik), q\u00eb mbajn\u00eb grada profesori, n\u00eb pozita drejtuese nuk do t\u2019i justifikonin titujt akademik q\u00eb mbajn\u00eb n\u00ebse nuk u llogariten si punime shkencore punimet n\u00eb revistat e dyshimta.
\nE nj\u00ebjta organizat\u00eb ka konstatuar se edhe po qe se ju num\u00ebrohen t\u00eb gjitha punimet si autor t\u00eb par\u00eb, korrespondent, apo t\u00eb dyt\u00eb, 42% ose(26 nga 61 m\u00ebsimdh\u00ebn\u00ebs q\u00eb mbajn\u00eb grada profesori) nuk i justifikojn\u00eb titujt edhe n\u00ebse u llogariten punimet n\u00eb revistat e dyshimta.
\nKjo organizat\u00eb (ORCA) i ka analizuar CV-t\u00eb e 5 an\u00ebtar\u00ebve t\u00eb K\u00ebshillit Drejtues t\u00eb UP-s\u00eb dhe kan\u00eb konstatuar se 5 an\u00ebtar\u00ebt e verifikuar nuk i justifikojn\u00eb titujt e tyre akademik sipas rregullores aktuale t\u00eb UP-s\u00eb, n\u00ebse nuk num\u00ebrohen edhe punimet n\u00eb revistat q\u00eb nuk i p\u00ebrmbushin parimet e revist\u00ebs s\u00eb mir\u00ebfillt\u00eb.
\nNga 6 an\u00ebtar\u00ebt e rektoratit rezulton se 3 prej tyre nuk i justifikojn\u00eb titujt e tyre akademik sipas rregullores aktuale t\u00eb UP-s\u00eb.
\nNga 12 dekan\u00ebt e verifikuar 5 nuk i justifikojn\u00eb titujt e tyre akademik sipas rregullores aktuale t\u00eb UP-s\u00eb.
\nNga 8 senator\u00ebt e deleguar 5 nuk i justifikojn\u00eb titujt e tyre akademik sipas rregullores s\u00eb UP-s\u00eb.
\nNga 21 senator 9 nuk i justifikojn\u00eb titujt e tyre akademik sipas rregullores s\u00eb UP-s\u00eb.
\nNga 29 prodekan 12 nuk i justifikojn\u00eb titujt e tyre akademik sipas rregullores aktuale t\u00eb UP-s\u00eb.
\nNga 18 profesor t\u00eb rregullt 11 nuk i justifikojn\u00eb titujt e tyre akademik sipas rregullores aktuale t\u00eb UP-s\u00eb.
\nNga 23 profesor t\u00eb asocuar t\u00eb verifikuar, 12 nuk i justifikojn\u00eb titujt e tyre akademik\u00eb sipas rregullores aktuale t\u00eb UP-s\u00eb.
\nNga 20 Profesor\u00ebt asistent 7 nuk i justifikojn\u00eb titujt e tyre akademik sipas rregullores s\u00eb UP-s\u00eb.
\nVendimi i UP-s\u00eb dat\u00eb 02. 06. 2015, nr. protokollit 1\/141, p\u00ebr caktimin e kushteve p\u00ebr angazhim n\u00eb procesin m\u00ebsimor t\u00eb stafit akademik\u2026 pika 3 thuhet:\u201dStafi akademik n\u00eb marr\u00ebdh\u00ebnie t\u00eb rregullt pune, sipas nevoj\u00ebs p\u00ebr angazhim shtes\u00eb, mund t\u00eb angazhohet edhe p\u00ebr nj\u00eb norm\u00eb m\u00ebsimi\u2026\u201d Ky vendim q\u00eb ende \u00ebsht\u00eb n\u00eb fuqi \u00ebsht\u00eb n\u00eb kund\u00ebrshtim me ligjin e konfliktit t\u00eb interesit.
\nShkelje ligjore ka edhe gjat\u00eb regjistrimit t\u00eb studenteve n\u00eb Universitetet publike. \u00cbsht\u00eb b\u00ebr\u00eb publik rasti i 4 studenteve t\u00eb Gjilanit q\u00eb edhe pse e kan\u00eb kaluar provimin pranues n\u00eb Fakultetin Ekonomik t\u00eb Prishtin\u00ebs nuk ju lejohet regjistrimi n\u00eb studimet master.
\nK\u00ebto jan\u00eb vet\u00ebm disa nga shkeljet q\u00eb po e d\u00ebmtojn\u00eb shum\u00eb arsimin e lart n\u00eb Kosov\u00eb dhe po i sjellin shum\u00eb probleme serioze student\u00ebve, t\u00eb diplomuarve dhe vendit n\u00eb p\u00ebrgjith\u00ebsi.<\/p>\n

Pasoj e k\u00ebtyre parregullsive p\u00ebrve\u00e7 tjerash jan\u00eb edhe dukurit kur gradat shkencore t\u00eb fituara n\u00eb fund t\u00eb studimeve nuk korrespondon me kompetencat e fituara gjat\u00eb studimeve t\u00eb t\u00eb diplomuarve p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb mjeteve t\u00eb pun\u00ebs, munges\u00ebs s\u00eb kushteve por edhe t\u00eb aft\u00ebsive dhe pun\u00ebs s\u00eb duhur t\u00eb m\u00ebsimdh\u00ebn\u00ebsve. Efektet e nxjerrjes s\u00eb kuadrove t\u00eb pap\u00ebrgatitur si duhet shkaktojn\u00eb d\u00ebme zingjirore.<\/p>\n

Mungesa e orientimit t\u00eb planifikuar t\u00eb shkollar\u00ebve t\u00eb ri shkakton teprica gjegj\u00ebsisht papun\u00ebsi t\u00eb diplomuarve n\u00eb fusha t\u00eb caktuara dhe deficit t\u00eb kuadrove n\u00eb fushat tjera.<\/p>\n

T\u00eb gjitha k\u00ebto deformime bashk\u00eb shkaktojn\u00eb ngecje n\u00eb zhvillimin e p\u00ebrgjithsh\u00ebm t\u00eb vendit q\u00eb sjellin pasoja t\u00eb paparashikueshme.<\/p>\n

Prandaj kjo Qeveri duhet patjet\u00ebr t\u00eb angazhohet p\u00ebr ndryshimin e gjendjes n\u00eb arsim n\u00eb p\u00ebrputhje me rezolut\u00ebn e Kuvendit t\u00eb Kosov\u00ebs p\u00ebr arsimin, t\u2019i kryej detyrat e saja ligjore, t\u00eb ndihmoj atje ku ka nevoj\u00eb, t\u00eb riorganizoj\u00eb at\u00eb q\u00eb duhet riorganizuar dhe t\u00eb sanksionoj atje ku ka shkelje, t\u00eb gjitha k\u00ebto, me q\u00ebllim t\u00eb p\u00ebrmir\u00ebsimit t\u00eb gjendjes shum\u00eb t\u00eb r\u00ebnd n\u00eb arsimin e Kosov\u00eb.<\/p>\n","protected":false},"excerpt":{"rendered":"
